BACKGROUND
On April 20, 2023, staff issued a request for proposals through Planet Bids for general engineering plan check services, receiving nine proposals. On June 20, 2023, the City Council awarded three professional services agreements for these services: Engineering Resources of Southern California for $250,000, Bureau Veritas North America for $250,000, and Cannon Corporation (Cannon) for $125,000. On June 4, 2024, Council approved an additional $150,000 for FY24-25 for plan checking services with Cannon.

The Public Works Department collects fees from developers for plan check services related to development construction activity. These fees completely offset the expenditures. In addition, there are sufficient funds in the 2024-25 fiscal year Development Engineering operating budget to cover the proposed amendment. As a result, no appropriation will be needed.
