RECOMMENDATION
Adopt Planning Commission Resolution No. PC2025-028 determining the disposition of property located at 13650 Third Street (APN: 1020-631-14) by the City of Chino Hills conforms to the City of Chino General Plan.
BACKGROUND
The property located at 13650 Third Street was acquired by the City of Chino Hills from the County of San Bernardino in 1998. It was originally acquired by San Bernardino County Waterworks District No. 8, which was dissolved at the time of incorporation of the City of Chino Hills in 1991. It is believed that the site was acquired for the purpose of constructing a water well, but the property was never developed.
California Government Code Section 65402 requires that the acquisition or disposition of real property by a City be reviewed by the Planning Commission as to conformity with the City's adopted General Plan. In this case, the City of Chino Hills is required to request a review and report on the proposed sale of the property for its conformance with the City of Chino General Plan.

The General Plan land use designation for the property is RD 4.5, which is primarily intended for single-family residential development at 4.5 dwelling units per acre. The existing zoning for the property is also identified as RD 4.5, which is consistent with the General Plan land use designation by providing for single-family residential development.
The City of Chino Hills had discussions with the City of Chino on whether Chino desired to acquire the property for a use that was consistent with the General Plan and Zoning of the property. At a workshop on September 9, 2025, the Chino City Council gave direction to staff to prioritize the development of properties that were already owned by the Ci...
