RECOMMENDATION
1) Award Professional Service Agreements with Mark III Consultants, Inc. (Exhibit A) for $300,000, and Advanced Transportation Concepts Group, Inc. (Exhibit B) for $300,000 for a five-year term for as needed transportation engineering services, and; 2) authorize the City Manager to execute all necessary documents on behalf of the City.

FISCAL IMPACT
Sufficient funds, in the amount of $60,000 per fiscal year for each contract, have been included in the FY 2026-27 Adopted Budget in the Transportation Engineering Program. Sufficient funds will be budgeted in future proposed Fiscal Year Operating Budgets for both agreements.

BACKGROUND
The City’s Advanced Traffic Management System (ATMS) is a specialized communication network that integrates more than 150 traffic signals, 100 cameras, associated communication equipment, and the citywide fiber-optic system connected to the Traffic Management Center (TMC) at City Hall. This infrastructure supports daily traffic operations and provides essential communication services for multiple City departments.
Over the past 15 years, the City has expanded this system through development projects, capital improvement programs, and ongoing maintenance activities, establishing it as a vital utility that ensures reliable connectivity to facilities citywide. In addition to supporting Chino’s traffic signal system, the citywide network provides communication services for various municipal functions, including remote City facilities, City-owned utility sites, and City parks.
ISSUES/ANALYSIS
Advanced Transportation Concepts (ATC) was instrumental in the design, implementation, and on-going operation of the City’s traffic management and communication systems. ATC developed the network architecture, established system standards, integrated communication technologies, and continues to provide specialized programming, troubleshooting, and technical support services. Due to their extensive knowledge of the City’s unique system configuration and infrastructure history, transitioning these services to another consultant would require significant time for system familiarization, increased costs, and will impact service reliability. ATC also provides responsive support during emergencies and is readily available after hours and on weekends when critical system issues arise. Sole sourcing these services to ATC ensures continuity of operations, rapid response to system issues, and efficient management of the City’s transportation and communication networks.
Mark III Consultants, Inc. (Mark III), has also played a critical role in the development, expansion, and maintenance of the City’s fiber optic and traffic signal communication systems. Since the inception of the network, Mark III has provided design support, construction oversight, communication troubleshooting, IT support, and traffic engineering services, including traffic signal design and interconnect. Their extensive institutional knowledge and hands-on experience with the City’s infrastructure allow them to respond quickly to operational needs without the learning curve required of a new consultant. Mark III is also readily available after hours and on weekends to address urgent communication and infrastructure issues, helping minimize downtime of critical City services. In addition, their successful support in securing transportation grant funding has provided added value to the City. Sole sourcing these services to Mark III ensures continued reliability of critical infrastructure, minimizes service disruptions, and provides cost-effective technical support for the City’s transportation network.
Staff recommend the City Council award Professional Service Agreements with Mark III Consultants, Inc. and Advanced Transportation Concepts Group, Inc., each in an amount of $300,000 over a five-year term, with annual expenditures estimated at $60,000 per fiscal year.
