BACKGROUND
On August 7, 2001, the Chino City Council adopted a Code of Conduct that remains in place through today.
The Code of Conduct outlines issues and associated processes, guidelines, and remedies that members of the Chino City Council agree to abide by in carrying out their duties as elected officials. It outlines appropriate council expectations, behavior and interactions with each other, City staff, citizens and all other groups encountered as a result of City business so as to efficiently and effectively develop and carry out the mission, vision, goals and established policies of the City.
On July 31, 2024, the City Council held a Goal Setting Workshop with the Executive Management Team facilitated by Jan Perkins of Raftelis. During the workshop, the facilitator introduced the topic of Council norms, noting the importance of written norms in guiding behavior and setting the tone to ensure the success of current and future City Council members in their roles as policymakers over time. The City Council discussed numerous norms, agreeing on a set of eleven Council norms listed in Attachment 1. Additionally, they recommended that the norms be signed by members of the City Council and reviewed annually to ensure continued commitment and consider potential amendments.
ISSUES/ANALYSIS
The norms agreed upon by the City Council on July 31, 2024 mostly fall into the existing categories of the 2001 Code of Conduct. These generally expand upon or provide additional details regarding:
1. Acting in the Public Interest
2. Conduct of Council Members
3. Respect for the Process
4. Handling of Information
5. Policy Role of Council Members
6. Positive Workplace Environment
Some of the new norms, however, do not fit within the existing seventeen categories, necessitating the creation of an additional category focused on long-term, strategic planning.
Attachment 2 details the incorporation of the additional norms and the new section into the existing Code of Conduct.
Resolution 2024-052 (Attachment 3) adopts the updated Code of Conduct, which includes the additional norms and specifies that the City Council and City Commissioners are to acknowledge the Code of Conduct annually.
