BACKGROUND

The City of Chino recently posted a Request for Proposal (RFP) for the design of approximately 180 curb ramps and eight accessible parking stalls to ensure compliance with The Americans with Disabilities Act (ADA) standards and good faith efforts to execute the City’s ADA Transition Plan. Alongside this initiative, the City is actively managing ongoing ADA grievances that need to be addressed. In order to complete civil design services in a timely manner for current and future unknown ADA grievances, the Public Works Department frequently requests the professional services of a design consultant.

On December 19, 2023, the City Council approved an On-Call Engineering Services list, comprising of seventy-two (72) qualified firms to perform engineering services from 2023 to 2028. HR Green Inc., Corona, CA, is a qualifying candidate from the approved list and has successfully performed Computer-Aided Draft (CAD) plans for our on-going ADA grievance requests.

ISSUES/ANALYSIS

On July 29, 2024, HR Green, Inc., was awarded a professional services agreement for design engineering services for the CDBG Alley Project (SN240) for $48,858. In addition, HR Green, Inc., has successfully completed designs for curb ramps at 11th and B Street and is currently designing a mailbox access curb ramp for Denali Lane between Pipeline and Norton Avenues. As a result of HR Green, Inc.’s ongoing support services in addressing the City’s ADA grievances, City staff would like to continue to utilize their services for additional design engineering support. However, since the current agreement with HR Green, Inc., has taken a majority of the $50,000 vendor cap approved by the City Manager, City staff is now requesting to increase their vendor cap.

Staff recommends an increase in the vendor cap with HR Green Pacific, Inc by $40,000 for a new total vendor cap amount of $90,000. This increase is necessary to ensure timely requests for upcoming design engineering services. The City Council authorization is required as the combined total expenditures will exceed the $50,000 limit authorized to one vendor. This request does not require an additional appropriation, as the expenditures fall within the adopted budget.
