RECOMMENDATION
1) Adopt Resolution No. 2026-052, to accept the Sustainable Transportation Planning Grant Funding from the California Department of Transportation (Caltrans) in the amount of $500,000 for Fiscal Year 2026-27; 2) establish grant number G7270 Sustainable Transportation Planning Grant and appropriate $500,000 to the Transportation Fund (320), with a corresponding increase to the grant revenue; 3) establish project number MS276 - Chino Active Transportation Plan and appropriate $64,780 of the available local Measure I Fund (322), for the local match; and 4) authorize the City Manager or designee to execute all related documents on behalf of the City of Chino.

BACKGROUND
In 2016, the City of Chino completed the Bicycle and Pedestrian Master Plan (BPMP). This Master Plan identified existing and proposed bicycle and pedestrian facilities to connect Chino internally and to the greater region. Since then, state laws have changed, the state of practice has evolved, and the desires of the community have shifted. Chino is looking to provide far greater connectivity for all modes of travel including bicycle and pedestrian.
In 2025, the Chino City Council adopted a comprehensive update to the Chino General Plan. Included in the comprehensive update were significant modifications to the circulation and infrastructure elements which affected current plans for bicycle and pedestrian facilities. As a goal of the updated General Plan, Chino will need to update its bicycle and pedestrian Master Plan to address the emerging travel modes (including e-bikes) and help to ensure future transportation networks in Chino meet the needs of the growing community.
ISSUES/ANALYSIS
To facilitate the update of the City's Bicycle and Pedestrian Master Plan (BPMP), staff applied for and received a conditional award of $500,000 through the Caltrans Sustainable Transportation Planning Grant Program to develop a comprehensive Active Transportation Plan (ATP). The ATP will replace the City's existing 2016 BPMP and provide a current, data-driven framework for planning active transportation improvements.
The ATP will include extensive community outreach, analysis of existing and projected travel patterns, and a comprehensive evaluation of the City's pedestrian, bicycle, and other active transportation networks. The plan will also incorporate a GIS-based mapping platform that will assist City staff, stakeholders, and the public in identifying existing conditions, prioritizing improvements, and planning future active transportation infrastructure.
The conditional grant award requires minor revisions to the project scope, budget, and schedule to ensure compliance with grant requirements. Approval of the recommended actions will authorize staff to finalize the grant documents, establish the project, and initiate a Request for Proposals (RFP) to procure professional consulting services. The selected consultant will assist with preparation of the ATP, facilitate the planning process, and ensure the plan complies with applicable grant requirements, the City's General Plan, and all other applicable state and local requirements.
Staff recommend the City Council Adopt Resolution No. 2026-052, to accept the Sustainable Transportation Planning Grant Funding from Caltrans in the amount of $500,000 for Fiscal Year 2026-27 and establish grant number G7270. Staff also recommend City Council approve the establishment of project number MS276 “Chino Active Transportation Plan” and appropriate both the STP Grant Funds along with $64,780 of the available local Measure I Funds (322), for the local match.
