BACKGROUND

On August 8, 2022, Dr. Linda Reich commenced services as the City Manager of the City of Chino, pursuant to the terms and conditions of the City of Chino’s At-Will City Manager Employment Agreement (“Employment Agreement”). The term of the Employment Agreement was set for five years, from August 8, 2022 through August 7, 2027.

The City Council approved the First Amendment to the Employment Agreement on September 17, 2024.

The City Council approved the Second Amendment to the Employment Agreement on October 21, 2025.

On September 1, 2026, the City Council held closed session meetings to consider the City Manager’s performance review and labor negotiations and a follow up closed session labor negotiations meeting on September 15, 2026, related to her contract in accordance with the closed session agendas.  Following the City Council’s deliberations in closed session, the City Council unanimously approved the amendments to the Employment Agreement, as such approval was duly reported out, and directed the City Attorney to prepare a Third Amendment to the Agreement (“Third Amendment”). The terms of the Third Amendment are summarized below and attached to this staff report.

ISSUES/ANALYSIS

Consistent with City Council’s direction on September 15, 2026, the Third Amendment incorporates the following amendments to the Employment Agreement:

i)  increase the City’s contributions to a 401(a) account for Employee by 2% to a total of 9% of Employee’s base salary each pay period, beginning in the first pay period following September 15, 2026;

ii) provide for City to pay an additional $15,000 per year toward Employee's retirement health savings plan beginning in the first pay period following September 15, 2026; and

iii) extend the term of employment for an additional year until August 7, 2028.

With this action, the City Council will approve the Third Amendment to the City Manager’s Employment Agreement ratifying the terms approved by the City Council and reported out of closed session on September 15, 2026.
