RECOMMENDATION
1) Award a construction contract to United Storm Water, Inc. for $263,452 for Project SD231; 2) authorize approved contract change orders up to $26,345 for construction contingencies for a not to exceed contract of $289,797; and 4) authorize the City Manager to execute the necessary documents on behalf of the City.

FISCAL IMPACT
Sufficient funds are budgeted in the Fiscal Year 2026-27 Capital Improvement Program (CIP) for this project. Current expenditures to date include filing of the notice of exemption under the California Environmental Quality Act (CEQA) and publication of the Invitation for Bids. BACKGROUND
On April 7, 2015, the California State Water Resources Control Board (SWRCB) adopted statewide Trash Provisions to address the impacts of trash pollution on surface waters. The Trash Provisions establish a statewide water quality objective for eliminating trash and mandate a consistent statewide approach to ensure “no trash in state waters” as an effort to reduce environmental and public health impacts associated with trash pollution. Since Trash Provisions have not yet been implemented through the San Bernardino County Municipal Separate System Storm Sewer (MS4) Permit, the Santa Ana Regional Water Quality Control Board (RWQCB) has imposed the initial steps of the Trash Provisions through a Trash Order in accordance with Water Code Section 13383, and as further authorized by Clean Water Act Section 308(a) and 40 Code of Federal Regulations Part 122.41(h). To comply with the Trash Order, the City of Chino has opted to implement a Full Capture System under Compliance Track 1. Compliance Track 1 mandates that each stormwater discharger must implement Full Capture Systems from its Priority Land Use Areas by no later than December 2, 2030.
On September 21, 2021, the City entered into a Professional Services Agreement with CASC Engineering and Consulting, Inc. to assist in developing an implementation plan to meet the final compliance deadline. Through this effort, CASC and the City identified all catch basins within Priority Land Use Areas requiring Full Capture Systems to be installed by December 2, 2030. Project SD231 is the first phase of a multi-phase approach to meet the implementation schedule.
The SD231 project will undertake installation of Full Capture Systems receiving runoff from approximately one quarter (or 25%) of the Priority Land Use Areas of the City. The project includes work within 274 catch basins that have the potential to capture runoff from land uses generating higher trash loads. Staff included this grouping of catch basins in the project due to their proximity to each other, allowing for economies of scale and more competitive bid pricing.
The project scope includes pressure washing and vacuuming existing catch basins, followed by retrofitting with trash-filtering connector pipe screens internal to the storm capture system. The connector pipe screen systems selected for this project are on the SWRCB’s certified treatment control device list. The City will continue to implement subsequent Full Capture System projects prior to the compliance deadline.
ISSUES/ANALYSIS
On July 13, 2026, the City issued an Invitation for Bids (IFB No. 2026-0020) “SD231 - Catch Basin Trash Capture Retrofit” via PlanetBids, in accordance with the City’s procurement policies and Public Contract Code. On August 6, 2026, the City received three (3) bids. The results were as follows:

United Storm Water, Inc. was the lowest responsive and responsible bidder. Staff recommends the City Council award a construction contract for $263,452 to United Storm Water, Inc. for SD231. Staff also recommend that the City Council authorize up to $26,345 (10% of the contract amount) for construction contingencies as allowable per Public Contract Code. Staff reviewed the Contractor’s licensing, bonding, references, and list of subcontractors submitted for the project and found all bid submittal documentation to be in order. Environmental
This project is exempt from the California Environmental Quality Act (CEQA) according to Section 15301 of the CEQA Guidelines - Existing Facilities, which includes the operation, repair, and maintenance of highways, streets, sidewalks, gutters, and other similar facilities. This project consists of minor alterations to existing storm drain facilities with no expansion of use. A Notice of Exemption has been filed with the CEQA clearinghouse and San Bernardino County Clerk Recorder’s Office prior to the advertisement for bids
Accessibility
City staff evaluated if the project scope would impact accessibility in the public right of way. The project scope will retrofit subterranean storm drain systems with trash capturing devices without adjusting the exterior of the catch basin. Temporary traffic control will be in place to maintain public access routes around the work zone during construction and no accessibility improvements are required as part of this project.
