BACKGROUND

Parcel Map No. 20593, submitted by the developer KC Chino, LLC, proposes the subdivision of a 31,400 square-foot parcel into three residential lots. The lot sizes range from 9,918 to 10,609 square feet and are situated within the RD 4.5 (Residential, 4.5 units per acre) zoning district. This project is located at 6699 Riverside Drive, as depicted in Exhibit A.

The Engineering Conditions of Approval (COA) for this development require frontage improvements along Riverside Drive. These improvements must be designed to the ultimate configuration, ensuring a safe transition from the adjacent property to the west, extending to the required curb ramp at the southwest corner of Riverside Drive and San Antonio Avenue. The curb ramp and roadway improvements at this intersection will necessitate modifications to the existing traffic signal.

The construction of the proposed driveway along San Antonio Avenue will require the reconstruction of the curb, gutter, and sidewalk to meet City Standards. Additionally, the street must be restored to its original condition, or better, as determined by the City Engineer.

The developer is not required to submit engineering plans until such time as they submit applications for their subdivided parcels. Therefore, in accordance with the COAs, the developer is required to enter into a Subdivision Improvement Agreement (SIA) with the City and provide the necessary securities prior to the recordation of the final Parcel Map. This ensures that the public improvements will be completed, regardless of how the developer chooses to phase the project in the future.

ISSUES/ANALYSIS

The requirements made at the time of tentative map approval have been met by the execution of the SIA for Parcel Map No. 20593 and by posting the necessary securities to guarantee the construction of public improvements conditioned for this development. The City Attorney reviewed and approved the Subdivision Improvement Agreement and respective securities, which are attached as Exhibit B.
