BACKGROUND
Prologis (the “Applicant”) is requesting to redevelop an existing industrial site and construct a 390,778 square foot speculative industrial building. The site is currently leased to two tenants, RedBuilt and United Rentals. RedBuilt manufactures engineered wood products on site and United Rental manufactures and rents temporary construction trailers and offices. Both leases expire April 2026, but both have the option to extend the lease. The applicant is actively working to relocate both businesses. Once the site is vacant, the structures will be demolished to accommodate construction of the proposed project.
ISSUES/ANALYSIS
Site Design
The proposed industrial building will consist of 370,778 square feet of warehouse space and 20,000 square feet of supporting office space. The building is designed to front onto Edison Avenue with the office space located at the southwest corner of the building. The building is set back 110 feet from Edison Avenue. Access is provided to the site via two driveways on Edison Avenue. Both driveways are designed to accommodate truck and passenger vehicles. The area to the west of the building is designed as a secured private yard area for truck trailer parking, loading and unloading, and will be fully screened from public view. The proposed development meets the required vehicle parking standard, which is 193 parking spaces. Vehicle parking is located at the front of the building and along the north and east perimeters of the building. The parking along the north and east perimeters of the building is secured by fencing and walls. The speculative building includes 54 dock high loading doors and 55 truck parking stalls in the private yard area. The site is currently two lots, which are required to be merged prior to the issuance of a building permit. The proposed building is a speculative industrial building meaning that a user is not known. The site parking has been designed to accommodate warehousing and office use, but an alternative parking plan was prepared to demonstrate the building could also be used for manufacturing.
Improvements required of the project include street widening along the frontage to add an extra lane to Edison Avenue, new sidewalk, curb and gutter, new streetlights, and undergrounding of all utility poles along the frontage of the property. Contingent upon reaching a reimbursement agreement with the city, the applicant may also be required to construct a five-foot wide sidewalk from the westerly boundary of the Project frontage to Monte Vista Avenue to connect the pedestrian walkway where sidewalk currently does not exist. The proposed sidewalk improvements across the railroad tracks to the west of the project site would require review and approval by Union Pacific Railroad as well. Refer to Engineering Condition of Approval No. 1.8, Footnote number 3.

Architecture
The applicant is proposing an enhanced architectural design similar to other new industrial buildings constructed in the City. The proposed building consists of smooth concrete tilt-up construction that includes a clean, contemporary architectural style with a color scheme of white, light and dark grey, with green accent colors. Architectural features include a varied roofline for visual interest, and wrap-around tower features at office areas. White metal canopies are incorporated at the office areas. Horizontal wall reveals enhance each side of the building with low-reflective green glaze storefront windows concentrated at the office areas.
Landscape and Walls
The minimum landscape coverage requirement is 10% for the M2 zoning district. The applicant meets this requirement by providing a 10% landscape coverage, which has been primarily concentrated along the street frontages and at the building entrances. Edison Avenue has a generous landscape treatment along the project frontage, which includes Ginkgo Biloba, Paperbark, Sweet Bay and Mesa Oak trees, shrubs, groundcover, and a stormwater infiltration area consisting of seasonal grasses and shrubs. All landscaping will employ drought-tolerant ground cover and plant material in order to comply with the City’s adopted landscape ordinance.
An outdoor employee break area has been provided outside of the office area facing Edison Avenue at the southwest corner of the building. This area will include seating, tables, enhanced paving treatments, a hose bib, steel bicycle racks, and a shade trellis structure. If the building is demised for two tenants in the future, a second outdoor employee break area will be provided at the southeast corner of the building facing Edison Avenue (Planning Condition of Approval No. 7.7.7). In addition, decorative paving has been provided at all drive approaches.
A decorative screen wall is provided at the west side of the building and is designed as a solid concrete tilt up wall painted to match the proposed building with a rolling gate with perforated metal mesh. There is also a wrought iron fence located toward the rear of the building at the northeast corner of the building to fully secure the private yard area. The walls and fence will screen trucks and trailers in the private truck yard area from public view on Edison Avenue (Planning Condition of Approval No. 3.7).
Public Noticing
A 10-day notice was mailed to all property owners within a 300-foot radius of the project site. In addition, a notice was published in the Chino Champion on March 8, 2025, and the City sent information out on the City’s social media platforms. In response to the public notice, no comments have been received. The notice exceeds legal noticing requirements.
ENVIRONMENTAL REVIEW
An Addendum to the City of Chino’s General Plan Final Environmental Impact Report (EIR) (State Clearinghouse No. 2008091064), dated February 2025 has been prepared for this project by T&B Planning. As outlined in CEQA Guidelines Section 15164, an addendum is the appropriate environmental document if some changes or additions to the previously certified EIR are necessary, but the proposed project does not constitute significant new information and would not change the assumptions, analysis, conclusions, or mitigation measures of the EIR to a significant degree. The analysis concluded that the proposed project would not create any new significant impacts or impacts significantly different than those identified in the City of Chino’s General Plan Final EIR. In addition, the proposed project would not increase the severity of any previously identified significant impacts. Therefore, the proposed project is within the scope of the previous EIR.
