BACKGROUND

The U.S. Department of Housing and Urban Development (HUD) requires that all jurisdictions receiving Community Development Block Grant (CDBG) funds prepare a Consolidated Annual Performance and Evaluation Report (CAPER). The CAPER details the program year accomplishments and must be submitted within 90 days of the end of each program year.

This year’s CAPER marks the fifth and final year of the 2020-2025 Consolidated Plan which outlines the City’s planned CDBG activities. The attached CAPER presents the City’s CDBG accomplishments for Program Year 2024-2025 (July 1, 2024, to June 30, 2025).

ISSUES/ANALYSIS

The CAPER covers subject matters including financial resources available, the number of households, people assisted, and the jurisdiction's overall annual performance. The CAPER serves to aid the City in the assessment of future programs designed to assist low and moderate-income families, economic development initiatives, social service programs, and public improvement projects.

During FY 2024-2025, the City of Chino was awarded new funds in the amount of $512,733. In addition, $376,347.65 of the prior year's unexpended carryover funds were available. Of the total amount of funds available at $889,080.65, $371,381.54 was expended on the activities listed in the table below.  The remaining balance is available for project completion during FY 2025-26.

Below is the breakdown of FY 2024-25 CDBG expenditures. Any unexpended funds will be reprogrammed for future CDBG activities.

A notice announcing the availability of the CAPER for public review was published on August 30, 2025, in the Chino Champion, posted in City offices, and placed on the City’s website to comply with HUD’s 15-day public review and comment period. This comment period will be held from September 1, 2025, to September 15, 2025. As of the publication of this report, no written comments have been received. The CAPER will be submitted to HUD on September 26, 2025, per CDBG regulations.
