BACKGROUND
The California Office of Emergency Services (Cal OES) Designation of Applicant's Agent Resolution (Cal OES Form 130) delineates the agent(s) authorized to submit applications for federal financial assistance under Public Law 93-288 (as amended by the Robert T. Stafford Disaster Relief and Emergency Assistance Act of 1988) as well as state financial assistance under the California Disaster Assistance Act. Among others, the specified agents are authorized to act on the City of Chino’s behalf and provide Cal OES all necessary documents for financial assistance. To receive funding, all applicants must submit a Cal OES Form 130.
ISSUES/ANALYSIS
Cal OES requires the applicant’s (City) governing body (City Council) to approve a resolution that designates the City’s agent(s). Designated agents are authorized to engage with appropriate federal agencies and Cal OES for applicable financial assistance.
The California Governor’s OES requires that a Cal OES Form 130 be on file for non-state agencies to receive emergency-related funding. To make certain the City is eligible for emergency financial assistance, City staff recommends the City Council designate the City Manager and Chief of Police as the authorized agents. This will allow both individuals to act on the City’s behalf and apply for federal and state disaster financial assistance. In taking this action, the Council will ensure the City can quickly receive necessary resources during emergency responses. Additionally, it is important to note that the proposed Cal OES Form 130 covers all emergencies and will be in effect for three years.
