BACKGROUND
The applicant, Randall Hooper, is requesting to redevelop an industrial site and construct a 145,000 square foot industrial building. The site is currently used for modular home manufacturing and contains an open-air structure, which will be demolished. The site will be improved to meet the Industrial Development Standards set forth in the City’s Zoning Code and to be consistent with adjacent properties.
ISSUES/ANALYSIS
Site Design
The proposed building is designed to front onto Benson Avenue. The building footprint of the proposed building is 139,500 square feet, which includes 133,500 square feet of warehousing space, 6,000 square feet of office space, and 6,000 square feet of mezzanine space. There are 22 dock high doors located in a secured private yard area. The yard area is screened from public view by a 10-foot-high concrete tilt up wall and an eight-foot-high steel sliding gate, designed to match the architectural style of the building. Vehicular access is available through two entries off Benson Avenue, one to the north and one to the south. Both entries are designed to accommodate both truck and passenger vehicles. Parking for the building is located at the front of the property, near the office area and within the secured yard area. The proposed building is a speculative industrial building, meaning that a user is not known. The site parking has been designed to accommodate warehousing and office use, but an alternative parking plan was prepared to demonstrate the building could also be used for manufacturing.

Landscaping
The project has a landscape coverage of 11.5%, which meets the minimum landscape coverage of 10% in the M2 zone. Landscaping is generally concentrated along Benson Avenue, at the front of the building, and around the parking lot. Drought tolerant landscape coverage is provided throughout the site that is comprised of trees, shrubs, and ground coverage. A bioretention planter will be installed in the secured yard area, along the southern property line for water treatment, and a stormwater basin is provided at the northwest corner of the project site. An outdoor employee break area is provided in the front of the building, near the office, and will include tables, seating, a shade structure, and two trees.
Architecture
The proposed building has a modern architectural design, similar to newer industrial buildings in the area. The building will feature a decorative focal point at the entry of the building, which will be constructed of aluminum and glass. An array of materials will be used for all elevations including tilt up concrete, tile-hole accent concrete, and metal. The front elevation incorporates multiple four-foot off sets to break up the massing of the building. In addition, breaks in the roofline are provided.
Public Noticing
A 10-day notice was mailed to all property owners within a 300-foot radius of the project site. In addition, a notice was published in the Chino Champion on April 6, 2024, and the City sent information out on the City’s social media platforms. Staff received a letter of support for this project, which is provided in Exhibit A. The notice exceeds legal noticing requirements.
ENVIRONMENTAL REVIEW
An Addendum to The City of Chino’s General Plan Final Environmental Impact Report (EIR) (State Clearinghouse No. 2008091064), dated March 2024, has been prepared for this project by T&B Planning. As outlined in CEQA Guidelines Section 15164, an Addendum is the appropriate environmental document if some changes or additions to the previously certified EIR are necessary, but the proposed project does not constitute significant new information and would not change the assumptions, analysis, conclusions, or mitigation measures of the EIR to a significant degree. The analysis concluded that the proposed project would not create any new significant impacts or impacts significantly different than those identified in The City of Chino’s General Plan EIR. In addition, the proposed project would not increase the severity of any previously identified significant impacts. Therefore, the proposed project is within the scope of the previous EIR.
