BACKGROUND
Ruben S. Ayala Park, also known as "Ayala Park" named after the former State Senator, is the City’s largest community park at 140 acres, located on the corner of Central Avenue and Edison Avenue. Ayala Park is a cornerstone of the Chino community, hosting sports, City events, and family activities. Amenities at the park include softball, baseball, and soccer fields, an artificial turf stadium, picnic pavilions, barbecues, playground equipment, restrooms and concession buildings, a skate park, batting cages, horseshoe pits, and multipurpose walkways and trails. Associated facilities include the Ayala Park Operations Center, the Chaffey College Chino Community Center and the YMCA.
ISSUES/ANALYSIS
Ayala Park is the City’s busiest and most heavily used park with a regional 2.1 million visitors in 2025. Athletes and sports leagues, skaters, families with children, pet owners, event goers, community members, and corporate groups all utilize the amenities and fields at this key park of the City. As a result, the park functions not only as a recreational hub but also as a central gathering place where residents connect, celebrate, and participate in year‑round activities that strengthen the social fabric of the community.
Unfortunately, the original irrigation system has grown outdated leading to recurring issues such as pipe and valve failures that cause leaks and breaks, uneven water distribution, and obsolete irrigation controllers. The park operates on reclaimed water and includes several high‑pressure zones. Because the park was built in multiple phases throughout various years, the irrigation infrastructure now reflects its age. Public Works crews currently respond to system failures and make water‑pressure adjustments and repairs as needed.
The proposed phased replacement plan will deliver a thorough evaluation of the current irrigation and water infrastructure and outline strategies to modernize the system. It will identify priority areas for repair or replacement, assess opportunities to enhance water efficiency and conservation, integrate smart-irrigation technologies, and define a phased implementation approach that minimizes disruptions to park operations and activities. The plan will also include cost estimates, construction documentation, and GIS mapping to support future capital improvement phases.
Completion of the proposed phased replacement plan will provide the City with a roadmap to modernize Ayala Park’s irrigation infrastructure, improve system reliability, reduce maintenance costs, enhance operational efficiency, and support the long-term sustainability of one of the most used and valuable City assets.
On March 12, 2026, the City released a Request for Proposals (RFP No. 2026-0007) for “Ayala Park Irrigation Plan” via PlanetBids, in accordance with City procurement policies. The City received three (3) proposals by the closing date of April 9, 2026. A review committee, consisting of City Staff, evaluated proposals separately to maintain confidentiality and fairness. Staff then scored these proposals using the following weighted criteria:

• Plan Methodology/Project Approach: 30%
• Quality and Responsiveness of Proposal: 15%
• Cost Evaluation: 15%
Following evaluation of all proposals and reference checks, Van Dyke Landscape Architects received the highest average score and is being recommended for contract award. Evaluation results are as follows:

Staff recommend the City Council approve the establishment of project PK270 - Ayala Park Irrigation Improvements and the appropriation of $221,103 to project PK270 from the Water Fund (520) reserves. Additionally, staff recommend the City Council award a professional services agreement to Van Dyke Landscape Architects for $221,102.60 for Irrigation & Landscape Design Services for project PK270.
