RECOMMENDATION

1) Approve the Law Enforcement Services agreement effective retroactive to July 1, 2026 between the Chino Valley Unified School District (CVUSD) and the City of Chino for services for five (5) full-time School Resource Officers assigned to Chino High School, Don Lugo High School, and Buena Vista High School, the Junior High schools, a D.A.R.E. officer, and one (1) Sergeant; 2) increase the current revenue appropriation by $107,808.10 to an adjusted amount of $1,125,712.43; and 3) authorize the City Manager to execute all necessary documents on behalf of the City.

FISCAL IMPACT

Increase the FY 2026-27 School Resource revenue budget to a not-to-exceed amount of $1,125,712.43, per the agreement with the Chino Valley Unified School District.

BACKGROUND

The School Resource Officer (SRO) program was established in 1993.  At that time, two Police Officers were assigned to the high schools with one at Don Lugo High School and other at Chino High School.  In 2014, an additional Police Officer was assigned to Buena Vista High School. In 2023, a Police Officer was added to provide services to implement the Drug Abuse Resistance Education, or D.A.R.E. program, in the elementary schools. In FY 24-25, the City Council and the CVUSD agreed to add a fourth SRO to serve the Junior High campuses and a dedicated sergeant to supervise the SRO program.

The SROs provide the schools with a law enforcement presence on campus and function as a critical link between students, parents, educators, and police. The SROs presence at the City’s school campuses enhances the Police Department’s efficiency by reducing the incidence of crime and decreasing the need to dispatch other patrol first responders to the campuses.

The SRO program is managed and supervised by the Criminal Investigations Bureau.

 

ISSUES/ANALYSIS

The agreement is effective for the FY 2026-27 school year, from July 1, 2026, through June 30, 2027.  Staff recommends that the City Council authorize continuing this agreement with the Chino Valley Unified School District.

 

This agreement was approved by the CVUSD Board of Directors at their July 18, 2026 meeting.
