RECOMMENDATION
1) Authorize the acceptance of the State Department of Resources, Recycling and Recovery (CalRecycle) California Beverage Container Recycling City/County Payment Program (CCPP-25) grant funds in the amount of $23,771; 2) establish Grant No. G7804; 3) appropriate $23,771 to the Sanitation Fund (550) with corresponding increase in revenues for FY 2025-26; and 4) authorize the City Manager to execute the necessary documents on behalf of the City.

BACKGROUND
The State of California provides annual payments to cities and counties through the CalRecycle California Beverage Container Recycling City/County Payment Program, which is funded by statewide beverage container recycling fees. These funds are distributed based on a per capita formula, meaning the award amounts can vary from year to year depending on population changes and the total funds available.
Administered by the State Department of Resources, Recycling, and Recovery (CalRecycle), the program mandates that the funds be specifically allocated for beverage container recycling initiatives, programs for school-aged youth, litter clean up events and community events. As a part of the City’s outreach efforts, the funds will support the City’s recycling outreach initiatives, including distributing educational materials, installing and providing recycling bins, purchase and installation of water refill stations, and promoting beverage container recycling through public education.
ISSUES/ANALYSIS
In March 2026, the City received funding from CalRecycle’s City/County Payment Program for Fiscal Year 2025-26. The term of this funding begins on the date of the award and extends through January 5, 2028, covering both Fiscal Years 2025-26 and 2026-27.
Therefore, staff is recommending that the City Council approve an appropriation of $23,771 to the Sanitation Fund (550), along with a corresponding increase in revenues. No matching funds are required from the City, and the funds have already been received from the State Controller’s Office.
