BACKGROUND
California Streets and Highways Code Section 2108.1 requires that jurisdictions maintain a Pavement Management System (PMS). The City of Chino’s PMS, last updated in February 2022, includes a database of evaluated pavement conditions and prioritizes pavement repairs based on observed surface distresses, structural strength, and other field data. Street segments are ranked with a Pavement Condition Index (PCI) score to determine repair priority.
Using condition data, annual pavement projects are grouped for construction by the City’s quadrant-based capital improvement zones. This quadrant-based approach reduces contractor travel distances, improves construction efficiency, and allows for phasing of work to one zone per year to achieve economy of scale. This cyclical method enables consistent allocation of time and resources to maintain and improve the roadway network equitably.
Consistent with this approach, design was initiated in the FY25-26 budget for Zone 1 pavement improvements (ST260). Construction of Zone 1 pavement improvements will take place following contract award anticipated for July 21, 2026.
To ensure construction is completed annually within a capital improvement zone, staff recommend beginning design of Zone 2 prior to FY26-27 budget adoption. This early start will better align the project with construction completion in FY26-27.
ISSUES/ANALYSIS
Pavement improvements in Zone 2 will be specifically located along Chino Avenue (between Magnolia Avenue and Cypress Avenue) and Edison Avenue (between Cypress Avenue and Euclid Avenue). Chino Avenue recently received pavement treatment, but one segment was skipped due to a concurrent utility project at the time. That segment is now included in the Zone 2 pavement improvement design. Edison Avenue is an arterial street with a low PCI score. The proposed pavement improvements of Edison Avenue are included in this scope of work as this is a heavily utilized truck route in the City. The scope of work for these segments includes pavement rehabilitation and curb ramp reconstruction to meet Americans with Disabilities Act (ADA) standards.
On April 9, 2026, Public Works staff solicited an informal Request for Proposals (RFP) from the Master On-Call consultant list (RFP No. 2023-3003) to four (4) firms for Civil Engineering Professional Services. The City received three (3) proposals by the closing date of April 23, 2026. The proposals were evaluated and ranked based on the following criteria:

Following evaluation, HR Green Pacific, Inc. received the highest score and is recommended for the contract award.

Staff recommend that the City Council establish Project No. ST263 - Pavement Improvements Zone 2 (Edison Ave and Chino Ave) and appropriate $200,000 of available Road Maintenance and Rehabilitation Fund (327) reserves to the project budget. Staff also recommend awarding a Professional Services Agreement to HR Green Pacific, Inc. for $199,568.50 for Engineering Design Services for Project ST263.
