RECOMMENDATION

Adopt Resolution No. 2026-033 to update the City’s Road Maintenance and Rehabilitation Account (RMRA) project list and projected revenues for Fiscal Year 2026-27; and authorize the City Manager to execute all necessary documents on behalf of the City.

FISCAL IMPACT

Upon approval of Resolution No. 2026-033, an estimated $2,671,340 in revenue will be added to the Road Maintenance and Rehabilitation Account (RMRA) (Fund 327) as reflected in the FY 2026-27 Proposed Budget.

BACKGROUND

On April 28, 2017, Senate Bill 1, the Road Repair and Accountability Act of 2017 (SB1) was signed into law to provide funding for transportation infrastructure. This senate bill increased gas fuel tax and vehicle registration fees to establish the funds known as the Road Maintenance and Rehabilitation Account (RMRA) for pavement improvement projects. Every fiscal year, an allotment of RMRA/SB1 funding is distributed to eligible cities and counties pursuant to Streets and Highway Code (SHC) Section 2032(h). Prior to receiving an apportionment of RMRA/SB1 funds from the State Controller in a fiscal year, a city or county must submit a proposed list of projects to the California Transportation Commission (CTC). In addition, the list of projects must be approved by the City Council via a resolution and identified in the City’s budget.

ISSUES/ANALYSIS

For Fiscal Year 2026-27, the City of Chino is projected to receive an estimated allotment of $2,671,340 of RMRA/SB1 funds. In compliance with reporting guidelines, staff has developed a list of projects, outlined in Resolution No. 2026-033, to allocate these funds.

Therefore, staff recommends that the City Council adopt Resolution 2026-033, approving the FY2026-27 project list to be funded with RMRA/SB1 allocations as outlined below and further detailed in the attached resolution:
