BACKGROUND
On July 11, 2013, the City of Chino was awarded the TDA Article 3 Transit Stop Access Improvement grant funds for the Central Avenue Sidewalk/Access Ramps Improvement Project in the amount of $127,468.
Following the initial award, the City was granted two extensions, with the final extension given on April 17, 2019, with the deadline of December 31, 2021. A scope change was also granted along with the extension of the project, modifying the project from the Central Avenue Sidewalk/Access Ramps Improvement Project to the FY18/19 Street Rehabilitation Riverside Drive Project. Prior to the December 2021 deadline, the project was substantially completed, pending punch list items. However, the City was unable to provide SBCTA with reimbursement as the City was still waiting for the final invoice from the contractor.
On September 6, 2022, the City Council approved a Notice of Completion for the Riverside Drive Rehabilitation Project. Upon reviewing the City’s internal processes, it was found that despite the project closing and the filing of the Notice of Completion, the City did not submit a reimbursement request to SBCTA. However, on September 15, 2023, SBCTA granted the City of Chino a one-time exception to submit a claim and reimbursement contingent on the authorization of the resolution.
ISSUES/ANALYSIS
The TDA Article 3 award is considered a grant and is paid through a reimbursement process upon completion of the project and filing a TDA claim, including proper documentation of the project expenditures. Considering the completion of the project, staff recommends that the City Council adopt Resolution 2023-059, accepting the TDA Article 3 Fiscal Year 2013-2014 Transit Stop Access Improvement Program Grant in the amount of $127,468 and authorize staff to file a claim for reimbursement.
