BACKGROUND

On March 1, 2022, City Council awarded a construction contract to MCC Equipment Rentals Inc., Yucaipa, CA in the amount of $2,667,685.22 for the construction of Well 11 Raw Water Transmission Main Project (WA 211). Additionally, the City Council authorized expenditures of up to $266,768.52 (10% of the contract amount) for project contingencies, for a potential total contract amount not-to-exceed $2,934,453.74.

A total of three (3) Contract Change Orders (“CCO”) were issued for the project. CCO No. 1 was issued for additional work to remove obstructions found in the raw water line trenches for the raw water line to be installed in the proposed alignment. CCO No. 2 was issued for additional work to install a domestic water line to the pump house as requested by Water Division Operations staff. The water line provides a water supply to prime the pumps before they are engaged. CCO No. 3 encompassed several items including, but not limited to, time and material; work conducted in various locations between the months of June 2022 to October 2022; relocation of an air and vacuum assembly; a blowoff assembly at a resident’s request; installation of a pre-lube circuit at the pump house per the request of the Water Division Operations staff; and additional slurry seal and striping work not included in the original contract. A total of 36 working days were also added to the contract through the execution of these change orders.

The scope of work includes the installation of approximately one and half miles of new 16” water main of Polyvinyl chloride (PVC) and Cement-Mortar Lined & Coated (CML&C) steel, and modifications to the existing Programmable Logic Controller (PLC); programming; and SCADA host system at Well 11. Pavement repairs included installation of Type II slurry seal, following the completion of the full trench repair (See Exhibit A - Vicinity Map).

ISSUES/ANALYSIS

All work has been completed per the terms of the construction contract and change orders. The following is a summary of the final accounting of costs for construction.

The total contract change order amount is $266,680.38 (nearly 10% of the total contract). Ten percent is generally considered within the normal range of changed conditions on a Public Works construction project and, by providing change order authority upfront, Council helps to reduce the possibility of delay on a construction project.
