BACKGROUND
Euclid Avenue, between State Route 71 (SR-71) and Pine Avenue, is subject to frequent flooding during heavy rain events. Due to the street’s dip in the roadway, a significant storm event can raise the water level of Chino Creek and overtop the roadway requiring roadway closure. Detours around Euclid Avenue are typically circuitous and send passenger vehicles and heavy trucks through local streets that would otherwise not carry such significant volume and load. The Euclid Bridge Project (ST243) aims to decrease the impact of heavy rain events by raising the street profile to accommodate the free flow of storm water. A raised profile design will increase safety and create reliable access of the roadway even during heavy rain events. It will eliminate the recurring Public Works crew responses to close the gates, maintenance cost for clean-up and debris removal after flooding and will also end inconvenience to motorists from repeated road closures during heavy rain events. All of these additional Public Works responses divert crews and resources from responding to other safety concerns during rain events. City of Chino is a large City that covers nearly 30 square miles. The project will also add pedestrian and bicycle facilities to make it a multi-modal corridor for all users.
On May 18, 2023, the City released a Request for Proposals (RFP) for Design and Bid Support Services for the Euclid Avenue Bridge Project (RFP#2023-7006). On November 7, 2023, City Council approved an agreement with Biggs Cardosa for a not-to-exceed amount of $3,944,225.34. Council additionally approved a design contingency budget of $394,423. Note that at time of approval, the City project number was R2401; however, on May 21, 2024, City Council updated the Fiscal Year 2023-24 Capital Improvement Program Budget to include a new project number of ST243.
Upon completion of the feasibility study, City staff in conjunction with the project consultant, presented design alternatives to the Infrastructure/Streets Committee on June 10, 2024. Alternative 1 proposed a four-lane facility with the existing roadway taken out of service while Alternative 2 proposed to add a two-lane facility and repurpose the existing roadway and bridge for southbound traffic. Alternative 2 would provide approximately 10-percent construction cost savings however would require extensive traffic control setup during heavy rain events. Staff received concurrence from the Committee to proceed with Alternative 1.
ISSUES/ANALYSIS
The project’s scope initially anticipated that the appropriate document under the California Environmental Quality Act (CEQA) would be an Initial Study/Mitigated Negative Declaration (IS/MND). City staff now desire to complete a higher level of environmental documentation to support the project under CEQA and has requested additional services to prepare an Environmental Impact Report (EIR). On October 8, 2024, City staff presented to the Infrastructure/Streets Committee a comparative analysis between preparing an IS/MND and an EIR. With the support of the Infrastructure/Streets Committee, Development Services, and the San Bernardino County Transportation Authority, staff recommends the preparation of an EIR in order to provide more comprehensive details pertaining to project impacts and impact mitigation; greater opportunities for public and agency engagement with the community and regulatory agencies; and provide a more defensible position to the City in the event of challenges. By taking the EIR approach, it also creates opportunities for the City to be eligible for federal funding once the environmental document has been approved. It should be noted that this amendment with Biggs Cardosa Associates does not include a public outreach component. Public Works staff are currently preparing a request for proposals to procure public outreach services to satisfy CEQA through the EIR process. Staff will return at a later date to the City Council for the award of the contract for public outreach support.
The cost to complete additional design services is within the Council authorized design contingency amount of $394,423 and is broken out by task as follows:

Amendment No. 2* |
Amount |
|
Task 1 - Project Management |
$31,556.11 |
|
Task 7 - Environmental Documentation |
$356,978.13 |
|
Total: |
$388,534.24 |
*Amendment No. 1 was a term extension only.
The EIR process will take approximately 12-months to complete. Relinquishment of Euclid Avenue (State Route 83), from Caltrans to the City, is anticipated to be finalized between the first and second quarter of 2026. Approval of an EIR and completion of plans, specifications, and engineers estimate (PS&E) will better position the City to pursue and secure federal funding for construction. Following relinquishment, the City anticipates project award and construction to begin between third quarter of 2026 and first quarter of 2027.
Amendment No. 2 increases the City’s Agreement with Biggs Cardosa Associates by $388,534.24 to complete additional design services for the Euclid Bridge Project (ST243) revising the total not-to-exceed contract amount to $4,332,759.58.
