BACKGROUND
The San Bernardino County Transportation Authority (SBCTA) administers Transportation Development Act (TDA) Article 3 Program funds, which support eligible pedestrian and bicycle improvement projects throughout the County. Cities must submit project-specific applications to qualify for funding. In August 2025, City staff submitted a TDA Article 3 grant application to SBCTA to fund the design of Benson Avenue Safe Routes to School Improvements (ST262).
On November 5, 2025, SBCTA Board of Directors approved funding in the amount of $44,850 from the TDA Article 3 Bicycle and Pedestrian Facilities Program for the Project which required a local match of $20,150.
On February 3, 2026, City Council accepted the grant in the amount of $44,850 to help offset design costs associated with this project and allocate the local match contribution of $20,150. Additionally, Resolution No. 2026-011 was established and adopted in adherence to grant guidelines for cost reimbursements.
Consistent with grant guidelines, the project aims to enhance pedestrian access by adding ADA compliant curb ramps along Benson Avenue from Chino Avenue to Riverside Drive. These improvements align with the City’s 2016 Chino Bicycle and Pedestrian Master Plan as this residential neighborhood is in proximity to Chino High School and Allegiance STEAM Academy. City staff received letters of support from residents for establishment of this project, which were included as part of the accepted grant application.
The project represents a critical investment in pedestrian safety and improved ADA accessibility, strengthening connectivity and safety for residents and students traveling through this area. These improvements support the goals of the City’s Bicycle and Pedestrian Master Plan by enhancing safe and accessible routes in areas with significant student and pedestrian activity.
ISSUES/ANALYSIS
On June 18, 2026, the City issued a formal Request for Proposals (RFP No. 2026-0018) for “Design Services for Benson Avenue Safe Routes to School Improvements - Project No. ST262”. The City received nineteen (19) proposals by the closing date of July 16, 2026. The proposals were evaluated and ranked based on the following criteria:

Following evaluation, HR Green Pacific, Inc. received the highest score and is recommended for the contract award.

Staff recommend that the City Council award a Professional Services Agreement to HR Green Pacific, Inc., for $71,837 for Engineering Design Services for Benson Avenue Safe Routes to School Improvements - Project No. ST262.
The scope of services under this Professional Services Agreement includes design of ADA compliant curb ramps connecting to existing sidewalk at four (intersections): Benson Avenue at B Street, Benson Avenue at C Street, Benson Avenue at D Street, and Benson Avenue at Chino Avenue.
Accessibility
The project scope for ST262 impacts the public’s access-to and alters the public’s usability of the pedestrian facilities at four (4) intersections as its primary intent is to improve these facilities. A separate capital improvement project (SN221), currently in design, will reconstruct the two alleys that intersect Benson Avenue between B Street and D Street and upgrade their alley approaches to ADA compliance. The alley project is anticipated to begin construction, prior to or concurrently with, ST262 to ensure the entire route of access is captured for improvements.
