BACKGROUND
An Urban Forest Management Plan (UFMP) is a strategic document that guides the preservation, maintenance, and enhancement of a city's tree canopy and related green infrastructure. It is based on a comprehensive inventory and assessment of the urban forest and typically includes short- and long-term goals, recommended policies, best management practices, and implementation strategies. The plan serves as a roadmap for managing trees in the public right-of-way to ensure the urban forest's health, sustainability, and resilience over time.
Urban forests provide numerous environmental, economic, and social benefits. A well-managed tree canopy improves air and water quality, reduces urban heat island effects, enhances biodiversity, and supports stormwater management. Trees also contribute to community well-being by providing shade, improving aesthetics, increasing property values, and supporting public health. Developing an Urban Forest Management Plan will allow the City to manage its urban forest resources proactively, align with broader environmental and climate action goals, and ensure that the urban forest continues to provide value to residents.
On July 31, 2024, at a City Council Workshop, held at the Chino Police Department, the UFMP was discussed as a priority by the Public Works Director and directed as a goal and action plan by the City Council.
ISSUES/ANALYSIS
The UFMP will serve as a long-range planning tool that prepares the City of Chino for the next 30 years of urban forest management. The City currently maintains approximately 16,500 trees, with an estimated collective value of $62,413,510, representing a significant public asset that requires thoughtful stewardship. Through a process that includes public engagement, analysis of existing conditions, and collaboration with City staff, the plan will identify priorities, challenges, and opportunities for future investment. The final plan will provide a clear framework to guide decisions, allocate resources, and implement strategies that support the long-term sustainability and resilience of Chino’s urban forest.
On August 21, 2025, the City released a Request for Proposals (RFP No. 2025-0022) for preparing an “Urban Forest Management Plan” via PlanetBids, in accordance with City procurement policies. The City received three proposals by the closing date of September 18, 2025. A review committee, consisting of City staff, evaluated proposals separately to maintain confidentiality and fairness. Staff then scored these proposals using the following weighted criteria:

• Past Performance/References: 20%
• Plan Methodology/Project Approach: 30%
• Quality and Responsiveness of Proposal: 15%
• Cost Evaluation: 15%
Following evaluation, Dudek received the highest average score and is recommended for contract award.

Staff requests City Council approval to award a professional services agreement to Dudek to prepare the City’s Urban Forest Management Plan (MS260) for a not-to-exceed amount of $245,377.00.
The UFMP scope of work will address but not be limited to the following:
1. Analyze existing tree inventory and tree shade canopy
2. Provide a tree species palette appropriate for Chino’s climate
3. Provide recommendations to manage trees and infrastructure conflicts
4. Provide species recommendations for large private development tree selection
5. Provide a Street Tree Plan for the public right-of-way
These recommendations aim to address existing concerns with trees damaging sidewalks and unsightly tree droppings. It will also encourage diversity of tree species while aligning with the City’s goal of selecting appropriate plant palettes for long term success and community benefit.
