BACKGROUND

Senate Bill (SB) 1383, set methane emissions reduction targets for California in a statewide effort to reduce emissions of short-lived climate pollutants. Pursuant to SB 1383 CalRecycle was authorized to award grants to local jurisdictions to assist in the implementation of programs to meet the regulation requirements. CalRecycle’s SB 1383 Local Assistance Grant Program provides funding to assist cities and counties with the following requirements:

•                     Provide organics collection services to all residents and businesses

•                     Conduct education and outreach to the community

•                     Secure access to recycling and edible food recovery capacity

•                     Establish an edible food recovery program

•                     Procure recyclable and recovered organic products

•                     Monitor compliance and conduct enforcement

ISSUES/ANALYSIS

Funds for the SB 1383 Local Assistance Grant Program were distributed to eligible entities based on per capita calculations using the state Department of Finance’s January 2023 population statistics. The Grant funds assist with program implementation including, but not limited to capacity planning, collection, edible food recovery, education and outreach materials, enforcement and inspection, program evaluation/gap analysis, procurement requirements, and record keeping subscriptions.

Staff received notification from CalRecycle that funding was approved from the SB 1383 Local Assistance Grant (Department Grant ID OWR4) to be expended during the grant cycle term of July 1st, 2024, through April 1, 2026, which covers Fiscal Years 2024-25, and 2025-26.

Therefore, staff is recommending an appropriation of $249,249 from the unappropriated reserves of the Sanitation Fund with a corresponding increase to the revenues. There are no city matching funds required and the City has already received the funds from the State Controller’s Office.
