BACKGROUND
The Preferred Land Use Plan and Key Strategies (Preferred Plan) summarizes the key outcomes of Phase 2 of the General Plan Update project. It reflects extensive community outreach regarding key concepts for land use, transportation, and community character to incorporate in the updated General Plan. The purpose of the meeting is to introduce the preferred ideas and concepts that have emerged from the process and receive feedback prior to incorporating them into the Public Review Draft General Plan. Based on decision-maker feedback, the Preferred Plan will be refined and used to guide preparation of the full Draft General Plan during Phase 3. The Preferred Plan will also serve as the basis for technical modeling of traffic, noise, air quality and greenhouse gas emissions, and utility demand through 2045 related to the required preparation of the Environmental Impact Report (EIR) as required by the California Environmental Quality Act (CEQA).
The City is undertaking a comprehensive update to the Chino General Plan and Zoning Code to guide decision-making on development and conservation through 2045. The Chino General Plan is the City's blueprint for the future, built on a shared vision that describes the kind of community Chino residents and businesses want and identifies actions to take to realize the vision. The General Plan Update involves the following distinct phases of work:
• Phase 1: Visioning, Issues and Opportunities Identification (October 2022 - April 2023) - Establish a community-wide vision and shared principles to guide the project. Conduct analysis and document existing conditions, opportunities, and constraints in Chino to lay the foundation for alternatives exploration.
• Phase 2: Alternatives Exploration (April 2023 - July 2024) - Prepare and evaluate distinct alternatives for land use and transportation changes in key locations that respond to the existing conditions, opportunities, and constraints. The alternatives are represented conceptually with illustrations, video animations, and examples to facilitate understanding. Build consensus around which alternatives to move forward with and incorporate into the General Plan.
• Phase 3: Draft Plan, Zoning and EIR Preparation (Fall/Winter 2024) - Update the General Plan to reflect City Council direction and address emerging trends and new State law with guidance from General Plan Advisory Group (GPAC). Prepare zoning code/map amendments to implement new direction in the General Plan and prepare a legally-defensible EIR to identify and mitigate the environmental impacts.
• Phase 4: Adoption and Finalization (Spring 2025) - Release the Draft General Plan and EIR for public review and successfully take the documents through the public hearing process, preparing the final General Plan and Zoning Code/Map amendments reflecting decision-maker direction.
During Phase 1 community outreach activities, 1,060 Chino community members shared input on their priorities and preferences, which informed a set a Guiding Principles for the General Plan Update, describing the type of community residents and businesses would like Chino to be in 2045. Then, at the outset of Phase 2, a set of alternatives was developed to illustrate options for achieving the vision encapsulated in the Guiding Principles. The alternatives focus on key areas of the city where change is foreseeable, presenting potential land use, transportation, and design changes that respond to the existing conditions, opportunities, and constraints. Outside of these areas, the General Plan will maintain and preserve existing urban form. The alternatives were refined with input from the GPAC and then presented to the community at a series of outreach events, including two public open housing meetings attended by more than 250 community members, presentations to various groups and organizations, a statistical survey of a representative sample of Chino voters, and a community wide online survey that garnered 619 responses.
Based on community feedback, a preferred land use plan and a set of key strategies for land use, transportation, and community character has been prepared to present the preferred ideas and concepts that have emerged from the process. The Preferred Plan will guide preparation of the full Draft General Plan and technical modeling during Phase 3.
ISSUES/ANALYSIS
The Preferred Plan (Attachment A) focuses on key areas of Chino where change is foreseeable and presents ideas and concepts to move a shared community vision for the future of these areas forward. Outside of these key areas, the 2045 General Plan will maintain the existing urban form and enhance the character and quality of life in Chino's established neighborhoods, and it will support continued implementation of The Preserve Specific Plan. The emphasis is on strategies for land use, transportation, and community character as these topics most influence the technical modeling of traffic, noise, air quality and greenhouse gas emissions, and utility demand to be done in the next phase of the work.
Prior to incorporating the preferred ideas and concepts contained in the Public Review Draft General Plan and conducting the technical modeling, feedback from the Planning Commission and City Council is desired to confirm the broad policy direction. These ideas and concepts do not necessarily represent the final policy direction to be included in the General Plan; rather they are intended as a starting point for discussion and refinement. During Phase 3, the concepts will be reviewed further with major property owners and refined with input from the GPAC and City staff and translated into a set of policies and standards in the Public Review Draft General Plan and Zoning Code. At the end of Phase 3, the public review drafts will be released for public comment and then presented to the Planning Commission and City Council for consideration at adoption hearings.
Desired feedback:
• Are these the right ideas and concepts to move forward with in Phase 3?
• Would you recommend any refinements to the concepts?
• Are there additional ideas and concepts to incorporate into Public Review Draft General Plan?
