BACKGROUND
On July 18, 2023, following good faith meet and confer negotiations between City management and the non-sworn labor associations, the City Council adopted Resolution No. 2023-051 approving two-year Memorandums of Understanding with the American Federation of State, County, and Municipal Employees; Chino City Hall Confidential Employee Association; Chino Police Professional Employee Association; Teamsters Local 1932 Professional, Technical, and Clerical Unit; and amendments to the compensation and terms and conditions of employment for the Unrepresented Management, Unrepresented Deputy Directors, and Part-Time Employees.
Among other considerations, Resolution No. 2023-051 provided all non-sworn employees with a 4% Cost-of-Living Adjustment (COLA) in July, 2023, and a 4% COLA in July, 2024. The City’s Classification and Salary Schedule was amended to reflect the July, 2023, COLA with Council’s subsequent adoption of Resolution No. 2023-052.
ISSUES/ANALYSIS
The purpose of Resolution No. 2024-030 is to implement the Council-approved July, 2024, COLA by updating the City’s Classification and Salary Schedule to reflect the 4% salary adjustment provided for in Resolution No. 2023-051.
Also on tonight’s agenda, the City Council is considering the adoption of Resolution No. 2024-029 which will approve adjustments to the Classification and Salary Schedule and title changes recommended in the Citywide Classification and Compensation Study findings. If adopted, Resolution No. 2024-030 will further update the Salary Schedule by implementing the FY 2024/25 4% COLA.
