BACKGROUND
In accordance with the City’s Pavement Management Inventory Program (“PMI Program”), staff identified a future phase of pavement rehabilitation targeting streets east of Central Avenue. As part of that work, curb ramps in these areas must be brought into compliance with the City’s Policy on Accessible Facilities in the Public Right-of-Way. Under the Local Street Rehabilitation Project 2025 (“Project ST251”), the City intends to complete the engineering design of curb ramps at a total of thirty-seven (37) intersections (Exhibit A) in this target area. This work will also include curb ramp design for various locations throughout the City. The design of the curb ramps will facilitate the future construction of the compliant facilities and orderly completion of the City’s pavement rehabilitation projects.
ISSUES/ANALYSIS
On August 29, 2024, the City released a Request for Proposals (RFP# 2024-0022) “Engineering Design Services Project ST251-Concrete Street Rehabilitation FY2024/25” on PlanetBids, following City procurement policies. On October 3, 2024, the City received (10) ten proposals. Cost proposals were submitted in a separate sealed file. Staff evaluated and ranked the proposals based on the following weighted criteria:
• Experience/Qualifications: 20%
• Past Performance/References: 20%
• Plan Methodology/Project Approach: 30%
• Quality of Responsiveness of Proposal: 15%
• Cost Evaluation: 15%
HR Green Pacific, Inc., was selected as the highest-ranked proposal by the evaluation committee. Staff recommends City Council approve a contract with HR Green Pacific, Inc., for a not to exceed amount of $408,990 to complete Engineering Design and Bid Support Services. The final ranking of firms is shown in the table below:
