BACKGROUND
The Chino Community Services, Parks & Recreation (CSPR) Commission is a seven-member board that oversees and advises the City Council on specific quality of life issues. In particular, the CSPR Commission reviews recreation, parks and open space, and human services.
In June 2026, Commissioner Patricia Pereda Arlt resigned, creating a vacancy on the CSPR Commission. Pursuant to Chino Municipal Code Chapter 2.36, a vacancy on the CSPR Commission requires the position to be filled.
ISSUES/ANALYSIS
Commissioner Arlt was appointed in June 2023 and resigned in June 2026, during her third year of a four-year term. The notice of the unscheduled vacancy was posted on June 26, 2026, in accordance with the Maddy Act (Government Code Section 54974).
Upon resignation of Commission Arlt, the CSPR Commission membership includes representation from District 1 (1 member); District 2 (0 members); District 3 (2 members); District 4 (3 members). To ensure citywide representation on the CSPR Commission, it is recommended the recruitment request applicants who reside in District 1 or 2 only, since these Districts have 0-1 representative members, respectively.
To conduct the appointment process effectively and fairly, the following schedule and procedures will be followed to fill Commissioner Arlt’s remaining term through June 30, 2027.
• July 10 - August 7, 2026: Accept applications for the CSPR Commission from qualified residents from Council Districts 1 and 2. The application is attached to this report as Exhibit A.
• August 10 - September 7, 2026: Upon review of the applications, the Mayor along with another Council Member, will select and interview qualified candidates. After interviewing potential candidates, the Mayor will nominate an appointee who will complete a background check.
• September 15, 2026: Upon a successful background check, the Mayor will nominate the appointee at the September 15, 2026 City Council meeting. Per the Chino Municipal Code 2.36.020, the City Council will then need to approve the appointment. Should the City Council approve the appointment, then the process of filling this vacancy will be complete.
It is recommended that the City Council approve the tentative schedule and procedures to fill the CSPR Commission unscheduled vacancy.
