BACKGROUND

The City competitively awarded Teri Black & Co. a contract for executive recruitment services in August 2024. The original scope of work was performed promptly and professionally and provided excellent candidates. Based on the exemplary level of service provided by Teri Black & Co., the City requested a proposal to recruit for a Director of Finance. This recruitment will incur additional costs that were not factored into the original scope of work.

ISSUES/ANALYSIS

The initial contract with Teri Black & Co. was for $31,650. The proposal for recruiting a Director of Finance will be $32,400. The expertise of a professional recruitment firm is sought as the City is seeking an exceptional individual from a nationwide pool of applicants, who may possess a CPA license, present a flawless employment history, and successfully complete a fully vetted background process. City Council is, therefore, requested to approve a vendor cap of $64,050 for Teri Black & Co. City Council authorization is required as the vendor cap exceeds $50,000.
