There is no direct fiscal impact to the City. Construction and cost of off-site improvements are the responsibility of the property owner.

BACKGROUND
Project PL20-0004 (Site Approval) and PL20-0005 (Tentative Parcel Map No. 20174) involve the construction of three industrial buildings, totaling approximately 63,900 square feet, in a proposed subdivision of 3.95 gross acres of land into three parcels for each of the three proposed industrial buildings. The projects are located at the northwest corner of Philadelphia Street and East End Avenue as depicted in Exhibit A. The subject property is currently vacant land that was previously within the City’s Sphere of Influence, prior to its recent annexation through the East End Annexation from unincorporated San Bernardino County.
The Engineering Conditions of Approval (COA) for this development require public improvements, including but not limited to: the widening of Philadelphia Street and East End Avenue along the project frontage; construction of new sidewalks, curb and gutter, ADA-compliant curb ramps and crosswalks, and new streetlights; removal of two existing storm drain inlets and replacement with catch basins connected to the existing storm drain system; and installation of new traffic signals to provide a fully signalized intersection. To guarantee the completion of these public improvements, the developer is required to enter into a Subdivision Improvement Agreement (SIA) and obtain the necessary securities for the improvements. The final engineering for these projects is substantially complete and the applicant is desiring to pull building permits for this development soon.
ISSUES/ANALYSIS
The requirements made at the time of project approval have been met by the execution of the SIA for Parcel Map No. 20174 and by posting the necessary securities to guarantee the construction of public improvements conditioned for this development. The City Attorney reviewed and approved the SIA and respective securities, which are attached as Exhibit B.
