FISCAL IMPACT
Sufficient funds were included in the Adopted Fiscal Year 2026-27 Operating Budget. The contract is structured based on the fixed operational schedules specified in the Scope of Services, with a total contractual estimated amount for five years of $983,468.04. Subsequent funding for future fiscal years will be budgeted accordingly, subject to City Council approval.

BACKGROUND
The City of Chino provides professional security guard services to monitor municipal facilities, assist with conflict de-escalation, and maintain a safe environment for employees and visitors. These services are regularly utilized at City Hall, the Senior Center, and the Carolyn Owens Community Center, which host public transactions, recreational programming, and community meetings.
On April 16, 2026, the City issued a Request for Proposals (RFP No. 2026-0013) for comprehensive, unarmed private security patrol services via PlanetBids, in accordance with City procurement policies. The RFP established specific operational, technological, and training requirements designed to provide consistent coverage across the three designated municipal locations.
The requested scope of services requires the contractor to provide three unarmed, uniformed security officers and a high-visibility, marked patrol vehicle to conduct both foot and vehicular patrols.
The City received a total of thirty-three proposals by the designated deadline. An evaluation committee consisting of staff from Administration, Community Services, Parks and Recreation, and the Police departments reviewed and scored each submission separately to maintain confidentiality and fairness. Staff then scored these proposals using the following weighted criteria:
• Experience/Qualifications: 20%
• Past Performance/References: 20%
• Plan Methodology/Project approach: 30%
• Quality and Responsiveness of Proposal: 15%
• Cost Evaluation: 15%
ISSUES/ANALYSIS
On June 16, 2026, the City Council awarded an agreement to American Global Security (AGS) for unarmed security patrol services, which commenced on July 1, 2026. During the first month of the contract, the City expressed concerns regarding the provider’s performance not meeting the terms set forth in the agreement and ultimately decided to terminate the contract.
Staff conferred with legal counsel and the Purchasing Division regarding next steps after the termination. The recommendation was to proceed with one of the top-evaluated proposers from the original procurement process. Citiguard, Inc., was the second most qualified proposer and is being recommended for approval within the established purchasing policies.
Staff recommends that the City Council award a professional services contract to Citiguard, Inc. for Security Guard Services, for an estimated total amount of $983,468.04 for a five-year term.
