RECOMMENDATION

​​Award a Professional Services Agreement to CT&T Concrete Paving, Inc. for a three-year term, with an option to extend for two additional years, for as-needed concrete repair services at an annual amount not to exceed $580,000, and authorize the City Manager to execute all necessary documents on behalf of the City.

BACKGROUND

​​As part of the City’s ongoing efforts to preserve and enhance public infrastructure, the Public Works Department oversees a Citywide Concrete Repair and Maintenance Program focused on maintaining the extensive network of concrete improvements located within the public right-of-way.  These improvements include sidewalks, curbs, gutters, driveway approaches, cross gutters, sidewalk ramps, curb drains, and other related elements.  Over time, these assets deteriorate due to age, weather, tree root intrusion, and wear from pedestrian and vehicular use.  Without timely repairs, damaged or uneven concrete can create trip hazards, impede proper stormwater drainage, and negatively impact the overall aesthetics and functionality of public spaces.

​Having a contractor available as needed allows the City to complete large-scale concrete repairs in areas that have been surveyed and identified as needing attention. This includes the replacement of damaged sidewalks, curbs, gutters, and the installation or improvement of accessible sidewalk ramps to ensure compliance with City of Chino Policy on Accessible Pedestrian Facilities and Americans with Disabilities Act (ADA) requirements. By addressing multiple hazards at once, the program enhances public safety, restores accessibility, and improves the overall appearance of the community.​

ISSUES/ANALYSIS

​​​On July 25, 2025, the City issued Request for Proposals (RFP No. 2025-0020) for As-Needed Concrete Repair Services through PlanetBids, in accordance with City procurement policies. The RFP included bid items encompassing the full range of potential concrete repair services that may be required throughout the year. As a result, the total bid amount appears unusually high, as it reflects a comprehensive list of all possible services rather than anticipated expenditures. This approach enables the City to competitively bid and secure the most favorable unit prices for any repair needs that may arise. In practice, not all bid items are utilized each year. Therefore, staff analyzed historical spending patterns for these services and is recommending that the Council approve a contract amount reflecting a reasonable average of expected annual costs.

​The City received fourteen (14) proposals by the closing date of August 21, 2025. A review committee, consisting of City staff, evaluated proposals separately to maintain confidentiality and fairness. Staff then scored these proposals using the following weighted criteria:

                     ​Plan Methodology/Project Approach: 30%

                     ​Quality and Responsiveness of Proposal: 15%

                     ​Cost Evaluation: 20%

​Following evaluation, CT&T Concrete Paving, Inc., received the highest average score and is recommended for contract award.

Staff recommends that the City Council award a three-year agreement to CT&T Concrete Paving, Inc. for As-Needed Concrete Repair Services, with the option to extend the agreement for up to two additional years. The total cost for the initial three-year term shall not exceed $580,000 per year, exclusive of any potential future extensions.
