BACKGROUND
The City of Chino contracted with Conor Consulting, LLC (Conor) beginning in FY 2022-23, to provide individualized professional coaching and mentoring to City employees on an as-needed basis. The City then pursued working with Conor to design a Leadership Academy (Academy) for management and supervisory employees to provide the knowledge and skills for the City’s emerging leaders. The current focus of the Leadership Academy is to provide all current management and supervisory employees the opportunity to participate in the Academy. Six Academies, with each consisting of eight weeks, three hours per session, have been offered and resulted in 96 graduates. The desire to offer this opportunity to additional employees at both the management and non-management ranks creates new upfront costs. Moving forward, upon completion of the current Academies in November 2024, the City will establish an ongoing schedule that will ensure the Academy is also provided to qualifying newly hired employees.
ISSUES/ANALYSIS
The requisition with Conor for FY 24/25 was established at $50,000 and the vendor cap was quickly met in July 2024. This is due to the initial enrollment of all management and supervisory employees in the Academy. Therefore, staff is requesting that the City Council approve a total vendor cap in the amount of $82,000. City Council authorization is required as the vendor cap exceeds $50,000.
