BACKGROUND
Ordinance No. 2026-012 was introduced for its first reading at the City Council meeting on October 20, 2026. This Ordinance amends the East Chino Specific Plan (ECSP) to modify the internal loop road system requirements and allow homes to front onto loop roads, allow on-street parking on Amsterdam Avenue and Aguerre Avenue, and permit a reduced front yard setback of 15-feet for homes with swing-in garages within the RD 4.5 land use designation of the ECSP.
The City Council’s approval of the Ordinance amended the Conditions of Approval placed on PL25-0120 (Site Approval) and PL25-0121 (Tentative Tract Map No. 20845) by the Planning Commission by adding Condition of Approval No. 6.8 to the Planning Division conditions. Condition No. 6.8 requires the applicant to work with both the Public Works Department and Development Services Department to beautify the east side of Cypress Avenue from the northerly project boundary to Edison Avenue by either providing additional improvements or a monetary contribution for the design of the continuation of the Cypress Trail.
If adopted upon second reading, the Ordinance will take effect thirty (30) days after its adoption.
