BACKGROUND
Measure I, the San Bernardino County Transportation Sales Tax Program, requires that each local jurisdiction receiving annual program revenues adopt, by resolution, a Five-Year Capital Improvement Plan. The Capital Improvement Plan lists specific projects where Measure I Funds will be used. The Five-Year Measure I Capital Improvement Plan was adopted by Resolution No. 2023-067 on November 7, 2023, for Fiscal Years 2024-2028.
ISSUES/ANALYSIS
The Fiscal Year 2023-2024 Capital Improvement budget allocated Measure I funding for two projects. Below is a summary of the projects and adjustments.
• Coordinated Traffic Signal System (N7604)
Funding initially designated for Project N7604 has been reassigned to the Traffic Signal Synchronization Project (MS236), facilitating synchronization of traffic signals citywide.
• Preserve/College Park Slurry Project (MS222)
MS222 will be removed from the list as the Citywide Slurry Maintenance FY24 Project (NC241), encompasses both Preserve and College Park locations, therefore project MS222 will no longer be necessary.
• Traffic Signal Installation - Eucalyptus at Fern Avenue (TR240)
Measure I funding will be used to supplement the pavement rehabilitation portion of the project.
These adjustments ensure compliance with the San Bernardino County Transportation Sales Tax Program requirements. Consequently, the City Council is required to approve an updated Fiscal Year 2023-2024 Measure I Capital Improvement Plan projects list. Resolution No. 2024-027 outlines the revised Measure I Capital Improvement Plan for Fiscal Year 2023-2024.
