RECOMMENDATION
1) Approve the Master Contracts with the Chino Valley Unified School District for the amounts of $1,276,209 for ASES (RAAP/SOAR) (Exhibit 1); $81,000 for TYKES (Exhibit 2); $25,000 for Homeless Innovation Program (HIP) (Exhibit 3); 2) create a new project for HIP 3) increase the revenue and expense budgets of the HIP project by $25,000, and 4) authorize the City Manager to execute all necessary documents on behalf of the City.

FISCAL IMPACT
Increase the revenue and expense budgets of the HIP project #G8240 by $25,000. There is no increase to the year-end transfer from the General Fund.

BACKGROUND
For several years, the City of Chino has partnered with the Chino Valley Unified School District (District). Through this partnership, the City and District work together to provide a variety of programs and services benefiting youth in the community. These programs include counseling, case management, resource centers, intervention and prevention programming, after school programs, and programs for parents of preschool children.
ISSUES/ANALYSIS
In order to facilitate efficient coordination and implementation of services, the District enters into a contract with the City to provide the services outlined in the Master Contracts (Exhibits 1-3). Once services are rendered, the City bills the District and the District reimburses the City for those services. Each of the grants have been included and approved in the Fiscal Year 2023-2024 budget, except for the Homeless Innovative Program (HIP), which is funding for the HOPE Family Resource Center Coordinator and Case Managers to attend conferences and trainings, and also present their resource center model at conferences.
The Master Contracts were approved at the Chino Valley Unified School District Board of Education meetings on July 20 and August 17, 2023. The HIP grant is new and will require an establishment of a project number and an appropriation of $25,000 to both expense and revenue.
