BACKGROUND
The City-owned building located at 5210 D Street is constructed of brick masonry and had begun to show signs of degradation, including loss of material at mortar joints and failure of individual masonry units. This type of material failure is a common condition for historic brick buildings. Sacrificial mortar joints serve to protect the individual masonry units as the structure moves. Over time, the mortar had deteriorated to such a degree that bricks were no longer adequately held in place. According to the U.S. Department of the Interior Heritage Preservation Services, the appropriate corrective action is to remove and replace the existing mortar. This process is known as “re-pointing,” which restores the visual and physical integrity of the building. The City-owned building is currently leased by Owen’s Bistro, a food service establishment, which operates as an independent for-profit venture.
On September 2, 2025, the City Council awarded a construction contract to Oak Hollow Restoration, Inc. for the project (IB259) in the amount of $466,007 and authorized project contingencies of $46,600, for a total potential contract amount of $512,607. The project was funded with $150,000 from Building Management Fund 650 and an additional appropriation of $362,607 with a corresponding year-end transfer from the General Fund balance.
ISSUES/ANALYSIS
During construction, it was determined the condition of the building warranted additional investigation and evaluation to ensure the safety of occupants. Staff requested the contractor provide a building condition assessment prepared by licensed consultants (Change Order #1). The bid schedule listed a set quantity of brick replacement for the project and a unit price for brick replacement in excess of this amount per the U.S. Department of the Interior Preservation Brief #2. Due to the rapid decline of the structure, additional brick replacement was required at the unit price. Staff negotiated this amount to allow the project to be completed within the contingency limits (Change Order #2).
Oak Hollow Restoration, Inc. has satisfactorily completed all work within the project budget and has complied with the terms of the contract. A Notice of Completion has also been prepared for filing with the San Bernardino County Recorder’s Office.
