RECOMMENDATION
Appropriate $150,000 from the available General Fund (100) balance to the Development Engineering Program (1007010) for FY 2025-26 for additional General Plan Check Services provided by Bureau Veritas North America, Inc (Contract 2024-066) with corresponding increase to the General Fund revenue estimates in the same amount; and authorize the City Manager to execute all necessary documents on behalf of the City.

FISCAL IMPACT
Requires an appropriation of $150,000 from the General Fund (100) to the Development Engineering Program (1007010) for FY 2025-26 for general plan check services. Plan check services are fully recovered through user fees charged to the developers; therefore, staff will increase the FY 2025-26 revenue estimate for plan check revenue.

BACKGROUND
The City frequently receives development projects that require timely and thorough engineering plan review to ensure compliance with applicable City standards, codes, and engineering requirements. Due to fluctuating project volumes, specialized technical review needs, fast-track reviews, and the importance of maintaining efficient development processing timelines, the City utilizes on-call consulting support to supplement in-house engineering staff as needed. These services provide additional capacity and specialized technical expertise to assist with plan check review, coordination with applicants and design professionals, and compliance verification for public and private improvement projects.
ISSUES/ANALYSIS
The Public Works Department collects fees from developers for engineering plan check services associated with development activity. The requested appropriation is fully offset by developer paid plan check fees.
Engineering plan check activity have exceeded prior budget projections during Fiscal Year 2025-26, resulting in the need for additional funding for consultant services through the fiscal year end. As a result, additional appropriations are needed to fund payments to Bureau Veritas North America, Inc. for engineering plan check services performed through the final two months of the fiscal year. Therefore, staff recommend that the City Council approve an appropriation of $150,000 to the Development Engineering Program for additional general engineering plan check services.
