end
BACKGROUND
On June 20, 2023, the City Council adopted a two-year budget for fiscal years (FY) 2023-24 and FY 2024-25. Within this budget is a schedule for the City of Chino’s Four-Year Capital Improvement Program (CIP). The City’s CIP includes major City-financed construction projects in such areas as 1) road construction and rehabilitation; 2) installation and modification of traffic signals; 3) construction of new public facilities; 4) park construction and improvement projects; 5) installation of new sidewalks and street lights; and 6) improvements to the City’s water, sewer, and storm drain infrastructure.
California Government Code § 65401 requires the Planning Commission to review the proposed CIP for the programming of funds and to determine if it is in conformance with the City’s adopted General Plan annually for each fiscal year (FY). The City’s current General Plan contains a number of Elements that are relevant to the development and evaluation of the capital improvement projects including Land Use, Transportation, Noise, Open Space & Conservation, Parks & Recreation, and Air Quality Elements.
ISSUES/ANALYSIS
The four-year CIP adopted as part of the City Budget for FY 2023-24 and FY 2024-25 was reviewed by the City of Chino Planning Commission on May 17, 2023, and was determined to be in conformance with the City’s General Plan. No changes have been made to the four-year CIP since this determination was made. Therefore, no new projects are included for review. The four-year CIP, with project descriptions and identified funding sources, is attached (Attachment “A”). Those major projects that were proposed in the FY 2023-24 CIP that will carry over into the CIP for FY 2024-25 include:

As currently proposed, the budget for capital improvements in FY 2024-25 totals just over $120 Million. Project funding will come from a wide range of City sources, grants, and contributions from other agencies.
Staff has determined the proposed CIP budget for FY 2024-25 conforms to the goals and policies of the City’s adopted General Plan. The projects independently and collectively provide essential improvements that will enable the orderly planned development of the City furthering the goals and policies of the City’s General Plan Land Use, Transportation, Noise, Open Space & Conservation, Parks & Recreation, and Air Quality Elements. In addition, these capital improvements provide for facilities which implement the City’s Sewer, Water, and Storm Drain master plans.
ENVIRONMENTAL REVIEW
The review of the FY 2024-25 CIP is exempt from the provisions of the California Environmental Quality Act (CEQA) per Section 15061(b)(3) of the CEQA Guidelines, as this activity is covered under the general rule that CEQA applies only to projects which have a potential for causing a significant effect on the environment. Programming of funds and determination of CIP consistency with the General Plan required by California Government Code § 65401 does not have the potential for having a significant effect on the environment. All CIP projects will receive an individual and appropriate environmental review prior to commencement of any construction.
