BACKGROUND

On December 13, 2022, City Council awarded a construction Contract #2023-186 to Micon Construction, Inc., Placentia, CA, in the amount of $1,469,963 with contingencies of $220,495 for a not-to-exceed contract amount of $1,690,458, for the Old Schoolhouse Museum Barn & Site Improvements project.

The project scope of work included constructing a new 722 square foot display barn, including an exhibit gallery, storage room, hand washing station, heating, ventilation, and air conditioning (HVAC) system, electrical, data, and connections for future security cameras.  Additional improvements included installation of decomposed granite walkways, walkway lighting, fencing, block wall, parking lot improvements, including a subterranean drainage system, drought tolerant landscaping, and irrigation.  Accessibility improvements included the parking lot, drive approach, and entrance into the Old Schoolhouse Museum facility.  All site improvements were designed to mimic the late 1800s time period for the Old Schoolhouse Museum and have met the current Americans with Disabilities Act (ADA) accessibility standards.

ISSUES/ANALYSIS

During construction, there were several unforeseen issues identified in the field and addressed as modifications to the project.  These modifications included additional erosion control measures per the Water Quality Management Plans (WQMP), prevailing wage rate increases, electrical changes from Delta 1 revisions to Delta 2 revisions, additional steel grates for louvers, and switching the HVAC Samsung unit model (Change Order No. 1), electrical changes per request for information (RFI) number 13, swapping aluminum handrails for stainless steel handrails (Change Order No. 2), electrical modifications for irrigation controller, retro fit of barn-door hardware to accommodate field conditions, SoCal Edison power delays affecting irrigation and extension of temporary fencing, construction of a new accessible route and ADA ramp from parking lot to main entrance with stainless steel handrails (Change Order No. 3), application of natina stain product to newly constructed bell pedestal for blended look to match new site amenities (Change Order No. 4), bringing the total contract amount of the project to $1,602,603.37.
