RECOMMENDATION

Authorize the 1) acceptance of the Fiscal Year 2024 Emergency Management Performance Grant (EMPG) in the amount of $17,407; 2) appropriation of $17,407 to the General Fund with a corresponding increase to the General Fund grant revenue; and 3) City Manager to execute all necessary documents on behalf of the City.

The Emergency Management Performance Grant program requires a 50/50 match from the sub-recipient. The required match from this grant will be in-kind use of the salary from the Police Department’s Emergency Services Coordinator, who is responsible for the City’s emergency management functions, for a total of $17,407.

BACKGROUND

The purpose of the Emergency Management Performance Grant (EMPG) is to assist state and local governments in enhancing and sustaining all-hazards emergency management capabilities. These funds are awarded by the Federal Emergency Management Agency (FEMA) to each state. The State of California allows each county to determine how it will use or distribute the funds to support its jurisdiction. San Bernardino County distributes the funds it receives to the 24 cities and San Bernardino County Office of Emergency Services (OES). Each is allocated a $10,000 base, with the remainder of the grant distributed on per capita basis. 

San Bernardino County OES required all participating jurisdictions to submit a project proposal explaining how the allocated funds would be spent. The OES Grant Unit then reviewed each proposal. After the projects were approved, jurisdictions are required to appropriate grant funds, directly purchase the items, and then request reimbursement. The EMPG also requires each sub-recipient to match the grant allocation either in-kind, dollar-for-dollar, or a combination of both.

The City of Chino has been awarded $17,407 for the Fiscal Year 2024 grant. Grant funds are required to be used to support comprehensive emergency management programs at the local level. Grant funds are required to be spent by May 31, 2026. Fiscal Year 2024 EMPG funds will be used to purchase equipment that will support emergency management operations such as a storage container that will serve as an additional supply cache of emergency supplies that the City will need in the event of a major emergency or disaster. 

ISSUES/ANALYSIS

The City of Chino has been approved by the County of San Bernardino and the State of California to use up to $17,704 to purchase a storage container with use of EMPG funds. The required 50/50 match for this grant will be met in-kind using the salary of the Emergency Services Coordinator, who is responsible for the City’s emergency management function.

Staff obtained quotes from several local vendors for a storage container and the amount quoted by the vendor was under the total project amount ($11,527.50). To utilize the remaining grant funds ($5,879.50), staff will need to modify the grant to reflect the difference and reallocate the remaining funds to a new project. Staff has already identified a new project to include purchase of two new laptops. This equipment will be assigned to the Emergency Services Coordinator and the Police Department’s Community Relations Team to be able to use to document, produce, and release time-sensitive public information. Modification of the grant will require approval from the County of San Bernardino and the State of California and may take a few months to receive official approval.

It is recommended the City Council authorize the acceptance of the Fiscal Year 2024 Emergency Management Performance Grant (EMPG) in the amount of $17,407, authorize the appropriation of $17,407 to the General Fund with a corresponding increase to the General Fund grant revenue, and authorize the City Manager to execute all necessary documents on behalf of the City.
