RECOMMENDATION
Award a professional services agreement to Communications & Media Management Consultants for a three-year term for a total contract amount not to exceed $165,000, to provide citywide communications and media consulting services; and authorize the City Manager to execute all necessary documents on behalf of the City.

Sufficient funds have been included in the Fiscal Year2026-27 Adopted Budget. Sufficient funds will be budgeted in future proposed Fiscal Year Operating Budgets for remaining contract amount.

BACKGROUND
Communications & Media Management Consultants has a proven track record of delivering professional, high-quality media and communications services. The firm has partnered with the City for multiple years, consistently providing exceptional service and tailored strategic support.
ISSUES/ANALYSIS
Communications & Media Management Consultants plays a vital role in supporting the City’s daily public outreach, media relations, and strategic communications. Throughout their multi-year tenure with the City, the firm has consistently demonstrated professional excellence, high responsiveness, and a deep understanding of municipal operations and community engagement priorities.
To ensure long-term fiscal responsibility and predictable budget planning, staff actively negotiated a fixed rate structure for an extended term. By securing a multi-year agreement, the City proactively locks in favorable pricing at $55,000 per year, protecting against potential market inflation and annual cost increases. This proactive approach allows the City to plan future budgets responsibly while maintaining continuous, high-caliber communications services without operational interruption.
Therefore, staff recommends that the City Council retroactively approve a three-year contract effective July 1, 2026, with Communications & Media Management Consultants in the amount of $55,000 per year, for a total contract amount not to exceed $165,000, and authorize the City Manager, or designee, to execute all required documents.
