BACKGROUND

The City of Chino’s traffic signal network is comprised of 139-city owned and operated traffic signals. The intersections are equipped with communication infrastructure for City staff to remotely observe and control traffic signal operations citywide.  Most of the City’s signals communicate through a robust fiber optic network with some segments still connected through slower, less reliable copper and wireless communication systems.

Annually, the City Council has approved staff’s request to allocate a portion of local Measure I funding to incrementally expand and upgrade the reliability of the City’s traffic signal communication infrastructure. The force-multiplying advantage of traffic signal camera communication is seen in both the monitoring and response of Public Works staff to traffic conditions and by the Police Department to utilize the same cameras to assist in their investigation efforts.

The scope of work for the FY24-25 Traffic Signal Interconnect Project (TR251) included the upgrade of existing copper interconnect to fiber optic technology along Schaefer Avenue from Roswell Avenue to Ramona Avenue. The upgrade to fiber optic communications enables greater use and reliability of traffic cameras in this area.

On February 21, 2025, the City released an informal request for bids in accordance with City procurement policies. The City received three bids and the results were as follows:

Bid Amount

Branson Industries, LLC

$91,345.90

Elecnor Belco Inc

$96,960.00

Crosstown Electric

Branson Industries LLC was the lowest responsive and responsible bidder. Staff awarded the contract in the amount of $91,345.00. In accordance with purchasing guidelines that support a streamlined procurement process, prior City Council approval was not required for this contract amount.
