Approve Amendment No. 1 for $3,800 with HR Green Pacific, Inc., (Contract No. 2025-076) for the Community Development Block Grant (CDBG) Program Alley Improvement Project FY 23-24 (SN240) for a revised total contract amount not to exceed $52,657.10; and authorize the City Manager to execute all necessary documents on behalf of the City.

BACKGROUND
The Community Development Block Grant (CDBG) Program Alley Improvement Project (SN240) will occur in the east-west alley between D Street and Chino Avenue from 3rd Street to 5th Street. The scope of work generally includes pavement reconstruction of the alley. The City’s intention is to have the alley resurfaced by completely removing the existing pavement and replacing with subgrade and new asphalt. Reconstruction of the alley will also improve the drainage in the area.
ISSUES/ANALYSIS
On May 10, 2024, the City released an informal request for Proposals (RFP) from the on-call consultant list (RFP#2023-3003) for design services, following the City procurement policy. The City received (3) three proposals by the closing date. Staff evaluated and ranked the proposals based on the following weighted criteria:
• Experience/Qualifications: 20%
• Past Performance/References: 20%
• Plan Methodology/Project Approach: 30%
• Quality of Responsiveness of Proposal: 15%
• Cost Evaluation: 15%
HR Green Pacific, Inc. was selected as the highest-ranking proposal by the evaluation committee. On July 29, 2024, an agreement for $48,840 was processed administratively as the agreement amount was within the City Manager’s approval range.
Additional costs are required to include the design of (4) four alley approaches to comply with the City’s Policy on Accessible Facilities in the Public Right-of-Way. The cost breakdown to include the necessary design is as follows:

Staff recommends the City Council approve Amendment No. 1 for $3,800 with HR Green Pacific, Inc. (Contract No. 2025-076) for additional design services for the CDBG Program Alley Improvement Project (SN240) for a revised total contract amount not to exceed $52,657.10.
