RECOMMENDATION

1) Authorize the acceptance of the FY 2025-26 OTS Motorcyclist Safety Education and Training Program Grants combined for a total amount of $22,000; 2) appropriate $22,000 to Fund 135-Federal Grant G4272 with a corresponding increase to the grant revenue; and 3) authorize the City Manager or designee to execute all necessary documents related to this grant on behalf of the City.

FISCAL IMPACT

Appropriate $22,000 to the General Fund grant G4272 with a corresponding increase to the grant revenue.  The requested appropriation is fully offset by grant revenue and no local matching funds are requested.

BACKGROUND

The Chino Police Department has been awarded the “FY 2025-26 Motorcyclist Safety Education and Training Program” grant in the amount of $22,000 from the State of California - Office of Traffic Safety. The grant period is October 1, 2026 through September 30, 2027, and will cover the personnel cost of hands-on motorcyclist safety courses, community outreach and public awareness campaigns, educational presentations, and workshops.

The State funding of $22,000 will be allotted to the federal tracking number CFDA 20.616 - City Grant #G4272.

ISSUES/ANALYSIS

Throughout the grant year, the Chino Police Department will be able to conduct free motorcycle safety and training courses for the public, participate in traffic safety fairs and/or community events, and send officers to advanced motorcycle training.  The State of California Office of Traffic Safety will reimburse the City of Chino for overtime expenditures, travel expenses, and other direct costs up to $22,000 to conduct the operations authorized under the Motorcyclist Safety Educations and Training Program grants.

Grant funds will supplement, not supplant, existing City resources and will not be used to replace City appropriations or expenditures that would otherwise be funded by the City.  To ensure proper accountability, all grant-related expenditures will be tracked under General Fund Grant Number G4272 and used solely for activities authorized under the grant.
