RECOMMENDATION
1) Accept the 2025 Federal Justice Assistance Grant (JAG) in the amount of $21,239; 2) establish a grant number G4277 and appropriate $21,239 to the Justice Assistance Fund 135 with a corresponding increase to the revenues; and 4) authorize the City Manager or Chief of Police to execute the Interlocal Agreement, Subrecipient Agreement, and all necessary documents related to the grant on behalf of the City

FISCAL IMPACT
Requires an appropriation of $21,239 to the Federal Justice Assistance Grant (Fund 135) , with a corresponding increase in revenues of the same amount. There is no fiscal impact on the General Fund and no matching funds are required.

BACKGROUND
The Justice Assistance Grant combines the former Federal Local Law Enforcement Block Grant and Byrne Grants and requires an entity in the County of San Bernardino to be responsible for applying for and administering the grant. Under the proposed Interlocal Agreement attached to this report, the San Bernardino County Chiefs of Police and Sheriff agreed to make the San Bernardino County Law and Justice Group responsible for applying for and administering the grant. The group also agreed to pay the County an administration fee of five (5) percent of their respective allocation for this service.
ISSUES/ANALYSIS
The Edward Byrne Memorial Justice Assistance Grant (JAG) Program provides funding to state and local governments for support of a broad range of activities intended to prevent and control crime and improve the criminal justice system. Distribution of funds by the federal government is calculated using a formula, which considers both population and crime statistics. Awards are subject to the availability of appropriated funds.
In March 2026, the Chino Police Department was notified of its eligibility to receive the 2025 Federal Justice Assistance Grant (JAG 2025) in the amount of $21,239. Funds from JAG 2025 will be used to purchase law enforcement cloud-based scheduling system to enhance personnel deployment, staffing coordination, and operational readiness across Patrol, Dispatch, and support units of the Chino Police Department.
