BACKGROUND
On August 8, 2022, Dr. Linda Reich commenced services as the City Manager of the City of Chino, pursuant to the terms and conditions of the City of Chino’s At-Will City Manager Employment Agreement (“Agreement”). The term of the Agreement is for five years, from August 8, 2022 through August 7, 2027.
The City Council approved the First Amendment to the Agreement (“First Amendment”) on September 17, 2024.
On September 16, 2025, the City Council held a closed session to consider the City Manager’s performance review and labor negotiations related to her contract in accordance with the closed session agenda. Following the City Council’s deliberations in closed session, the City Council directed the City Attorney to prepare a Second Amendment to the Agreement (“Second Amendment”). The terms of the Second Amendment are summarized below and attached to this staff report.
ISSUES/ANALYSIS
Consistent with City Council’s direction, the Second Amendment incorporates the following:
i) Increase Employee’s automobile allowance from $533.33 per month to $600.00 per month
ii) Provide that Employee’s accrued and unused vacation leave that would otherwise exceed the maximum accrual limit of 400 hours to be paid out to the employee by the following pay period, such that accrued leave on the books does not exceed 400 hours;
iii) Allow Employee to cash out up to 90 hours of Management Leave per fiscal year (rather than up to 70 hours as provided in the “Summary of Benefits - Executive Management” and resolutions referenced therein);
iv) Provide Employee a one-time addition of 30 hours to her Management Leave bank, to be cashed out; and v) provide that the City will make $350 monthly contributions to Employee’s 457(b) deferred compensation plan, with the monthly City contribution increasing by $175 per month each full year to a maximum of $700 per month.
With this action, the City Council will approve the Second Amendment to the City Managers employment agreement that includes the terms approved by the City Council on September 16, 2025.
