RECOMMENDATION

1) Adopt Resolution No. 2025-064, approving the Memorandum of Understanding with the Teamsters Local 1932 Professional, Technical and Clerical Unit; 2) Adopt Resolution No. 2025-065, amending Resolution No. 2024-034, to approve the Classification and Compensation Schedule; 3) Approve appropriation in the amount of $365,445.42 to the various funds listed below in the fiscal impact; and 4) Authorize the City Manager to execute all necessary documents on behalf of the City.

BACKGROUND

On June 30, 2025, the Memoranda of Understanding (MOUs) with all City bargaining groups expired. In anticipation of this, designated City staff and labor representatives engaged in good faith negotiations regarding compensation, as well as terms and conditions of employment.

On July 15, 2025, the City Council approved MOUs with four (4) out of the six (6) bargaining groups. Negotiations were still in progress with the remaining two (2) groups, the Teamsters Local 1932 Professional, Technical and Clerical Unit (Teamsters) and American Federation of State, County and Municipal Employees (AFSCME).

Throughout the negotiation process, City representatives sought guidance and authorization from the City Council to respond to proposals, ensuring alignment with the needs of the broader eligible workforce and the City’s available resources. A tentative agreement has now been reached with the Teamsters Unit that includes a competitive salary and benefits package aimed at attracting and retaining highly qualified employees. Negotiations are ongoing with one (1) remaining group: AFSCME.

ISSUES/ANALYSIS

The City’s negotiations team worked collaboratively with the Teamsters Unit to reach a fair and equitable agreement through open communication and good faith bargaining. Compensation and benefits were determined based on current economic conditions and a review of the group’s previous agreement.

A key focus of the negotiations process was refining the language in the agreement to improve clarity and ensure consistency. The team also prioritized developing a comprehensive Teamsters MOU, incorporating previously approved side letters to enhance transparency around salary and benefits.

The City has now reached a tentative agreement with Teamsters for the period of July 1, 2025 through June 30, 2027. As part of the agreement, the Teamsters Unit has agreed to a three percent (3%) cost of living adjustment (COLA) and an additional fifty one cents ($0.51) per hour added to each represented classification, effective the first full pay period following City Council’s approval.

The $0.51 per hour that the Teamsters Unit will receive over what was provided to other bargaining units for their COLA is based upon and the result of the group’s elimination and/or relinquishment of any right or claim to any City deferred compensation matching benefit.

The Teamsters MOU includes updates to salaries and benefits, which are outlined in detail under Resolution No. 2025-064. If adopted by City Council, Resolution No. 2025-064 will provide employees with:

                     A 3% COLA and an additional $0.51 per hour applied to each represented classification under the Teamsters Unit, effective the first full pay period after City Council approval.

                     A 3% COLA, effective the beginning of the pay period including July 1, 2026.

                     Cash out of unused banked holidays at the end of each fiscal year.

                     Increase from $100 to $160 per month for Bilingual Pay for eligible employees. Code Compliance Inspectors who currently receive Bilingual Pay will continue to receive $210 per month.

                     Increase from $100 to $250 per month for Certified Access Specialist (CASp) Certification for one (1) employee in the classification of Building Inspector or Senior Building Inspector.

                     Certification Pay of $200 per fiscal year for qualifying employees.

If adopted, Resolution No. 2025-065 will provide an updated classification plan and salary schedule for the Teamsters Unit. The classification plan and salary schedule must also be adopted by the City Council in order to comply with Title 2, Section 570.5, of the California Code of Regulations.
