BACKGROUND

Since 2016, EDM Recycling (the “Applicant”) has been in operation at this location within a 100,014 square-foot industrial building, where it specializes in the collection, repair and refurbishment of electronic equipment from private businesses. The Applicant is now requesting approval to expand its operations to include the baling of electronic waste (e-waste) as part of its recycling process. With the proposed addition of e-waste baling activities, the nature of the operation is now categorized as a heavy processing recycling center and requires approval of a Special Conditional Use Permit (SCUP) by the Planning Commission. 

 

ISSUES/ANALYSIS

Business Operation

EDM Recycling operates as an indoor e-waste recycling facility that receives discarded electronic equipment from private companies. Upon arrival, materials are sorted by device type, including but not limited to computers, laptops, and monitors. Each item is then evaluated to determine functionality and whether any data recovery or secure data destruction is required. Based on this assessment, the equipment is classified as either reusable or recyclable. Items deemed reusable are repaired, refurbished, and prepared for resale or distribution. Materials designated for recycling are disassembled into individual components. As part of the proposed expansion, recyclable materials are then processed through a baling operation. This process involves consolidating and compacting materials into dense, transportable bales for shipment to recycling facilities. To accommodate this expansion, the applicant proposes to install a conveyor and baler system within the existing building footprint. EDM Recycling is not open to general public and operates Monday through Saturday from 9:00 a.m. to 6:00 p.m. and is closed on Sundays. The operation employs approximately 40 to 45 employees on a single daily shift, which will remain unchanged with the proposed expansion of e-waste baling.

Site Improvements

For security purposes, a new 6-foot-high chain link fence is proposed along the rear property line and will not be visible from Monte Vista Avenue. A new rolling gate equipped with perforated metal mesh will be installed at the southern entrance to screen the private yard area.

Public Noticing

A 10-day notice was mailed to all property owners within a 300-foot radius of the project site. In addition, a notice was published in the Chino Champion on May 9, 2026, and the City sent information out on the City’s social media platforms. In response to the public notice, no comments have been received. The notice meets legal noticing requirements.

ENVIRONMENTAL REVIEW

In compliance with the California Environmental Quality Act (CEQA), pursuant to Guideline § 15301 - Existing Facilities, the project qualifies as being categorically exempt from CEQA and will have no significant impact on the environment. Furthermore, none of the exceptions to the categorical exemptions set forth in the CEQA Guidelines 15300.2, apply to this project.
