RECOMMENDATION

Approve a Professional Services Agreement with Barber and Bauermeister for specialized legal services in the amount of $225,000, and authorize the City Manager to execute all necessary documents on behalf of the City.

Sufficient funds were included in the Fiscal Year 2026-27 Adopted Budget in the Risk Management program.

BACKGROUND

The City of Chino periodically retains outside legal counsel to supplement in-house legal resources and provide specialized expertise in specific areas of law. These services may include, but are not limited to, litigation support, regulatory compliance, advisory opinions, and representation in matters requiring subject-matter specialization.

Barber and Bauermeister has experience in municipal law and other practice areas that support the City’s operational and legal needs.

ISSUES/ANALYSIS

The City requires reliable and qualified legal counsel to address a range of legal matters that arise during City operations. While the City Attorney’s Office provides primary legal support, from time to time, certain matters may require specialized legal expertise.

Contracting with Barber and Bauermeister allows the City to:

                     Access specialized legal knowledge and experience;

                     Maintain continuity and consistency in legal representation; and

                     Manage risk by obtaining expert legal guidance in areas that may expose the City to liability.

Therefore, staff is recommending the City Council approve this sole source professional services agreement with Barber and Bauermeister in the amount of $225,000.
